  1. Town of McCordsville Annual Report –2007 Submitted by Tonya Galbraith, Town Manager Feb. 12, 2008

  2. Accomplishments during 2007 – Administrative/Professional • Updated, along with Department heads, the comprehensive 5-year Capital Project Plan; • Assisted Parks Board and HNTB with the completion of the 5-year Parks Master Plan; • Facilitated new trash contract with Caldwell Gravel Services; • Assisted the Redevelopment Commission on implementing the Economic Development Plan. The RDC interviewed several marketing firms to help with marketing the plan and hired Hirons & Company; • Contracted with Wowlinx for IT services; • Implemented Town Council notebooks for use at meetings; • Co-hosted with the McCordsville United Methodist Church the first ever McCordsville night at the Indianapolis Indians; • Hired a full-time administrative assistant to work with Town Manager and Clerk-Treasurer; • Continued serving on the Hancock Economic Development Council board; • Appointed to serve on the Indiana Association of Cities and Town’s (IACT), Legislative Committee, chaired the Indiana Municipal Management (IMMA) Legislative Committee and continued serving as IMMA secretary/treasurer; • Appointed by the Indiana Speaker of the House to serve on the Indiana Advisory Commission on Intergovernmental Relations; • Testified before the Annexation Summer Study Committee; • Served as a panelist on IACT’s Newly Elected Officials regional and statewide workshops.

  3. Planning and Development Functions • Worked with developers on several new projects, including Copper Leaf, a 55+ target development, and McCord Square, a 90 acre regional commercial retail and business center; • Served as staff to the Planning and Zoning Committee, Redevelopment Commission and Board of Zoning Appeals; • Served as the initial point of contact for all potential developments; • Served on the Metropolitan Planning Organization’s Regional Transportation Council, the Mt. Comfort Road Corridor steering committee and other MPO committees; McCordsville Corner Shoppes CVS Grand Opening – July 2007

Public Works Department - Wastewater • Completed and passed the Mayflower BOD lab testing for IDEM laboratory certification; • Wastewater treatment plant expansion (Phase 4) under design; • Completed start-up of Geist Woods Estates Lift station; • Completed start-up of McCordsville Commons Lift Station; • 57.2 million gallons of wastewater treated; • 1,319 sewer utility locates; • 920,000 gallons of sludge removed; Richard Watts and Don Cottey at wastewater treatment plant Steve Gipson works at the lab

Public Works Department- Transportation • Added 1.24 miles to street inventory (total now 24.61 miles); • Coordinated with INDOT on the US 36 (Broadway) project; • Logged 26.6 hours on street sweeper and removed 39 cubic yards of debris; • Removed 475 signs in the Town’s right-of-way; • Re-stoned all alley’s (using the backhoe); • Purchased new street signs for Highland Springs • Milled and resurfaced portions of Briarway Lane, Briarway Court, Northview Drive and Ridgeway Court; • Re-stripped 650N, 750N, 800N and 900N; and, • UV heat treated, patched, and did pothole repair on 900N Don Cottey works on salt truck

Public Works Department – Stormwater • GPS mapped stormwater structures in Highland Springs; • Completed design of Form Street Stormwater Improvement; • Drainage approval issued for Emerald Springs Sec. 4, Deer Crossing Sec. 3A, and Geist Woods Estates, Sec. 2; • Drainage approvals pending for Bay Creek Sec. 3 and McCordsville Self Storage; • Received approval of FEMA map revisions; • Assumed control of floodplain reviews; • Staff received training on erosion control plot plan reviews; • Submitted MS4 year-end report to IDEM. Utilities Department • Increased sewer billings accounts by 90; • Trained one new employee; • Completed upgrade to billing software; began on-line payments; • Completed 248 work orders for water turn-offs; • Attended the Frey training conference; • Developed commercial building permit process; • Implemented new procedure for storage of month end reports; • Staff attended a workshop on collections; • Staff attended an Excel seminar; • Added a work station at the front desk. Public Works Department - Development • Construction drawing approvals issued for Emerald Springs Sec. 4, Deer Crossing Sec. 3A, and Geist Woods Estates Sec. 2; • Emerald Springs Sec. 6 under construction; • CVS Pharmacy completed; • McCordsville Commons and McCordsville Corner Shoppes completed; • 76 Final Occupancy Permit Releases approved; • Development sections recorded – Bay Creek East Sec. 2; Deer Crossing Sec. 5; • Final asphalt surface installed in Bay Creek Sec. 4, Deer Crossing Sec. 4, Gateway Crossing Sec. 4 and most of Sec. 1; • 190 building permits reviewed and 108 permits approved. • Public Works Commissioner Ron Crider Mike Cousins decides whether to approve or deny permits

Average estimated cost of construction • Bay Creek (based on 10 builders information forms): $133,577 • Bay Creek East (based on 29 builders information forms): $211,848 • Deer Crossing (based on 12 builders information forms): $133,517 • Emerald Springs (based on 40 builder information forms): $112,859 • Gateway Crossing (based on 1builders information form): $170,000 • Geist Woods Estates (based on 6 builder information forms): $420,000

  12. Approved developments • Aspen Self Storage ; • Greenfield Banking Company; Developments partially through the process: • Copper Leaf – 55+ targeted (residential, commercial, medical) – has gone through the Planning & Zoning committee process. Has yet to go through the Area Plan Commission. Will still need Council approval for the rezoning and 146 acre annexation; • McCord Square – 90+ acre (retail, commercial, civic uses) – has gone through the Planning & Zoning committee process. Has yet to go through the Area Plan Commission and will still need Council approval for the rezoning; • Interurban Place – retail/residential located on North Broadway; • Star Financial Bank – will be located as an out lot at the McCordsville Commons.
