EQUIP Coordination Unit • Coordinates ARTF-WB support within MoE • Liaise between MoE & WB • Coordinate & facilitate the work of WB consultants with MoE counterparts • Coordinate updating and revising of the Procurement Plan • Coordinate & facilitate the bi-annual ISMs • Follow-up on Aide Memoire actions & other decisions • Coordinate & facilitate new initiatives such as Pilots & LA • Coordinate & lead SM & cross-cutting initiatives e.g., gender & ESS

Learning Assessment (phase i & ii) • A sample-based assessment of educational achievements of grade 6 students carried out in Pashto and Dari in 13 provinces. • Language and mathematics tests administered to 6377 students out of which 2784 were girls. • Context information gathered from students and principals • 68618 Pashto and 79312 Dari responses were coded for analysis • Report will be released by ACER in September 2014 • Preparations for assessing Grade 3 has begun

MoE-System-building in LA As a result of the well-sequenced training and field work, an MoE team of 12 become competent in: • Data entry, cleaning and management • Contributing to sampling frame and design of the context questionnaires •  Planning and coordination of field work as well as test administration • Evaluation & translation of test items • On-line coding of both open- and closed-ended responses • Understanding the value & utility of LA

Social Mobilization (Capacity Enhancement) • 345 School Management Shuras established , composition 2126 SMSs improved through election(41 female) • Shura best-practices shared through 1 National and 1 regional conference • Over128 Social Mobilization Supervisors & 23 DSMs trained through three rounds of ToT Cascade (22 emerged as Master Trainers) • Social Mobilization LFA & strategy developed • Three Trainers’ Manuals, 1 SM Handbook, 1 Success Stories Booklet, 1 Induction Plan for DSMs, and DSM Diary , developed • A new monitoring mechanism will be in place to improve people participation (firm)

School Shura Key Outputs • 35552 out-of- school kids identified out of which15331 (78% boys and 22% girls) enrolled in school • 25151 drop-out students identified, 12514 (81% boys and 19% girls), brought back to school • Distribution and execution of Quality Enhancement Grant for a total value of USD2.1m to 510 schools, facilitated • Completion of 23 CC projects & progress of 68 (total cost > USD 8m), monitored by Social Mobilizers • 69 Model Schools launched (34 completed) with (total cost > USD 1m) • Equivalent of 266977 USD contributed by communities in all provinces (eg. Cash, Equipments, Library , Laboratory books, Computers, Greenery,Chairs,Tables,Rooms Construction,Repairing Doors Windows etc.)in 34 provinces • Shura planted 199,060 trees in schools as part of the spring environmental campaign.

  8. Gender-mainstreaming • Managing the NGO conducting Drop out study • Women’s Participation in School Management Shuras (SMSs) • Management Internship Program • EMIS data analyses (gender- desegregated report) • CCT (to be re-advertised)

Environ- & Social- Safeguard Progress in three areas underway: a) Policy & standards for design, cost-estimation, bidding, construction and operation phases of schools (design criteria, bidding checklist, land acquisition, survey checklist, ESMP, and safe school checklist, GR etc.) b) Training and awareness (training plan and materials development); focal point engineers in provinces & social mobilizersToRs) c) Monitoring and supervision to enforce standards planned & acted on (42 of 123 donated lands registered; training conducted for EQUIP and ISD staff from 7 provinces)

  10. Communication & Public Awareness • Regularly published the EQUIP two-monthly newsletter; • Prepared a special newsletter on Public Awareness • Prepared script for 30 episodes of drama • Public Awareness Events held in 11 provinces;
