CONFERENCE CONCLUSIONS The Conference has: • highlighted successes in implementing recently introduced waste legislation in SEE • identified current most relevant gaps and bottlenecks for a broad based municipal implementation of new waste legislation, • compared different approaches in introducing and enforcing new waste legislation and • proposed to NALAS and its member municipalities to agree on the below ACTION PLAN improving the framework for efficient municipal waste management concepts throughout the region.

THE NALAS ACTION PLAN FOR COOPERATING IN MUNICIPAL WASTE MANAGEMENT IN SOUTH EASTERN EUROPE • The NALAS KNOWLEDGE CENTER on MUNICIPAL WASTE MANGEMENT IN SOUTH EASTERN EUROPE will in cooperation with existing networks establish a knowledge base for legal, economic and managerial issues in municipal waste management in order to facilitate fast and focused information exchange among Member Associations, municipalities and investors in the region. Working Groups based on experts throughout the Region will provide substantive input. • Specifically, the Knowledge Center on Municipal Waste Management will provide in all languages available and as provided by Member Associations

THE NALAS ACTION PLAN FOR COOPERATING IN MUNICIPAL WASTE MANAGEMENT IN SOUTH EASTERN EUROPE • Regional NALAS-Working groups establishing - on specific topics of municipal waste management • The latest version of the legal framework for waste management in SEE (and new EU Member States in Central and Eastern Europe?) • The latest version of all by-laws for municipal waste management on central and municipal level as made available through the Member Associations in SEE. • Latest news related to recycling potentials andmarkets developments(amount, prices, location....) • Statistical overviews of municipal tariffs for waste collection and waste disposal as made available through the Member Associations in SEE

THE NALAS ACTION PLAN FOR COOPERATING IN MUNICIPAL WASTE MANAGEMENT IN SOUTH EASTERN EUROPE • Information on tools for municipal planning in solid waste management (database regard waste production, financial management tools, waste catalogue, job description for staff) • Status about responsibility and possibilities/opportunities in regard to special waste streams • Case studies on good municipal practices in waste management (refers to monitoring / benchmarks and involves all objectives of waste management and waste hierarchy) • Contact addresses of service providers (municipal and private)in municipal and regional waste management • Contact addresses of NGOs and informal sector, active in fields related to municipal waste management and environmental awareness rising

THE NALAS ACTION PLAN FOR COOPERATING IN MUNICIPAL WASTE MANAGEMENT IN SOUTH EASTERN EUROPE • Regional Campaign • Latest information on new legal developments in waste management in Member Associations (national / regional / local / municipal) • Donor-News on activities related to municipal solid waste management (example – bankable project conditions from Donors and from Municipalities to Donors) • „Eco-News“ • Events – calendar on forthcoming conferences, fairs and similar activities

  7. At the NALAS Executive Bureau meeting that took place on December 7, 2005 in Sinaia, Romania the Standing Conference of Towns and Municipalities was appointed to organize the Thematic Task Force for municipal Waste Management

  8. 1st meeting of the Solid Waste Management Task Force took place in the SCTM premises in Belgrade on the July 3, 2006

  9. Prior to the Task Force meeting Mrs. Andjelka Mihajlov, coordinating expert appointed by the SCTM has been in contact with the NALAS liaison officer in order to get nominations and contacts of the associated experts who comprise the Task Force. • Representatives of the associations from Albania, Bosnia and Herzegovina, Brcko District Kosovo, Montenegro, Republika Srpska and Serbia and Slovenia participated at the meeting.

TF agreed to follow the Action Plan adopted in Pristina • Also in line with the Action Plan one of the main conclusion from the first meeting was to create a Table of Concordance with the EU standards in the field of SWM which will provide a solid base for further work of the Task Force especially in the filed of waste legislation advocacy in the region.

  11. 2nd meeting of the Solid Waste Management Task Force took place in the SCTM premises in Belgrade on the October 2, 2006

  12. At the second meeting following issues were tackled: • State of waste legislation in South Eastern Europe • Municipal Statutes for Waste Management: Key Elements of the GTZ-Study for Albania • Upcoming events in Municipal Waste Management in South Eastern Europe

  13. 3rd meeting of the Solid Waste Management Task Force took place in Bonn, Germany from October 23 to 25, 2006

  14. Meeting was organized with the support of GTZ Project “Modernization of Municipal Services”, and we held back to back with the EcoFair in Cologne • Main topics at the meeting were: • The Current State of the Legal Framework in Municipal Waste Management in South Eastern Europe • The Current State of Recycling of Secondary Raw Materials in South Eastern Europe

  15. 4th meeting of the Solid Waste Management Task Force took place in the SCTM premises in Belgrade on the March 5, 2007

  16. At the forth meeting following issues were at the agenda: • Survey of legal framework developed in municipal waste management with overview on current level of decentralization • Overview of relevant regulations related to recycling EU requirements in recycling • From “Table of Concordance” to existing situation in the SEE region • Upcoming events in Municipal Waste Management in South Eastern Europe • Cooperation with Open Regional Fund

  17. NEXT STEPS: • Next meeting planned for the beginning of 2008 • More project orientation • Revision of the Action Plan • Cooperation with ORF
