Public Health Preparedness (BT Team) • Prepare for, respond to, and recover from disease outbreaks • Objectives and Activities • Enhance preparedness and planning efforts for natural and man-made public health emergencies through composition and development of plans and training of Homeland Security & Health Care Services staff • Distribute medical countermeasures (e.g., medication/vaccine) during large-scale public health emergency within 48 hours • Organize & conduct training & exercises for pandemic influenza, SNS deployment, redundant communications, and other response activities • Improve inter-agency & inter-jurisdictional coordination through development of agreements and routine participation with hospitals, schools, city emergency managers, adjacent county departments, DSHS, NCTCOG, NCTTRAC, as well as non-profit, faith-based and community organizations • Provide mass care for sheltering operations • Educate residents regarding disease prevention and control

Novel 2009 A(H1N1) Influenza • Virus - new subtype of A/H1N1 -- not previously detected • CDC determines: virus spreading from human to human • $1.5 billion provided to fight H1N1 • Virus - gene segments from 4 different influenza types: • North American swine, North American avian, North American human and Eurasian swine • Symptoms: Fever greater than 100F & cough or sore throat with no other known cause. • Other symptoms include body aches, headaches, chills, & fatigue. • Some may also report runny nose, nausea, vomiting & diarrhea.

Novel 2009 A(H1N1) Influenza • Collin County confirmed cases, 101 prior to August 1st • 203 cases in September, October numbers are pending • 52 deaths in Texas, 147 nationally • No deaths reported in Collin County *Flu is not a reportable condition, it is reviewed due to the potential for outbreaks and the need to provide public health guidance

Existing Vaccine Providers • Providers receive direct shipment of vaccine at no cost • hospitals, doctors, pharmacies, & clinics • Key points • Providers may charge an administration fee. • This is expected to meet the demand for the novel H1N1 vaccine, just as with the seasonal flu. • If demand is higher, contingency plans are in place

H1N1 Flu Vaccine • Will be available in late October or November • Collin County has received 200 doses that went to hospitals • Age 10 and older will require 1 shot • Age 6 months to age 10 will require 2 shots, 3-4 weeks apart • Adult seasonal flu vaccine available 9/8/09. Collin County Healthcare Services is out of seasonal flu vaccine for kids *This information changes frequently based on CDC guidance

21. Priority Groups Primary focus is to increase capacity to vaccinate priority groups identified by CDC MMWR, Aug 21, 2009 • Pregnant women • Household contacts of those < 6 months old • Health care and emergency medical personnel • People 6 months to 24 years old • Individuals ages 25 - 64 with chronic health conditions

22. Flu Surveillance System • Will reside in the Fusion System • Will provide easy access to guidance materials and information on flu and other diseases • Will allow easy calculations of school absenteeism on a daily basis district-wide for school nurse coordinators, superintendents, and public health epidemiology • Will enhance surveillance and situational awareness • Will monitor absenteeism against baselines and provide alerts

23. Flu Surveillance System Users can complete this form in five minutes or less. Some fields are auto-filled based on user reg. data. CDC definition of ILI.

24. What should I do to Stay Healthy? Covering nose and mouth with a tissue when coughing or sneezing • Dispose the tissue in the trash after use. Hand washing with soap and water • Especially after coughing or sneezing. Cleaning hands with alcohol-based hand cleansers Avoiding close contact with sick people Avoiding touching eyes, nose or mouth with unwashed hands If sick with influenza-like illness, stay home from work or school and limit contact with others until 24 hours after fever subsides Get seasonal flu vaccine now and 2009 H1N1 when it comes out !
