  4. Why Commemorate the World War I Centennial? • No single event in our history has shaped or defined our Army as did WWI. • The American Expeditionary Forces (AEF) of WWI were the forebears of the modern U.S. Army. • More than four million Americans, mostly citizen-soldiers, served in the AEF during the war, and more than 300,000 were killed, wounded, or went missing. • Allows the Army to commemorate the birth of a modern and globally engaged Army and many of its legacy institutions and installations trace their roots back to WWI: the Total Army, divisions, many of the army’s branches, modern weapons and tactics, and professional traditions. • This commemoration can strengthen the bond between the Army and society by using history to reinforce the massive level of service by everyday Americans in the war, and the war’s deep impact at the community level.

  5. HQDA EXORD 101-17 Execution Mission. Upon receipt of this order, from 6 April 2017 through 30 September 2019 the Army will execute WWI Centennial Commemoration activities to remember and honor the service of WWI. Purpose: To execute a total force program of commemoration activities that honors the Army’s service during WWI and raises awareness of the foundations of the modern U.S. Army. End State. At the end of the commemoration period, the Army has educated soldiers, civilians, and the public about the Army’s experience during WWI and remembered and honored those who served our nation.

Concept of Operations • The Army has designated the Center of Military History (CMH) as the Office of Primary Responsibility (OPR) for the Centennial. • Three Phases: FY 2017, FY 2018, and FY 2019: • Commemorative Events • AUSA Annual Meeting & Exposition • Army Birthday Celebration Events • OCONUS Commemorative Events • HQDA requires visibility of events and activities your units, organizations, and/or Veterans’ groups in your AOR will be conducting. Key Tasks • The Army has Designated the Center of Military History (CMH) as the Office of Primary Responsibility (OPR) for the Centennial. • Identify Commemorative Engagement Opportunities and Subordinate Unit WWI Centennial Activities Throughout CONUS And OCONUS. Provide this Information to CMH for HQDA Visibility And Vetting. • Create, Maintain, And Manage A Common Operational Picture of All Known Army WWI Commemoration Activities in Your AOR. • Maximize Leader And Unit WWI Commemorative Engagement Opportunities at All Levels. • Ensure Feasible, Acceptable, and Suitable Use of Resources

LOE 1 – Commemoration Governance and Resourcing Goal: Coordinate, Prioritize, and Synchronize the Army’s Commemorative Efforts • Commemoration Participant Authorities: • Local commanders at all levels are authorized to plan and execute commemorative activities that are consistent with their existing authority to conduct public affairs, community relations, and other normal missions only. • Commands will submit all planned events and activities to HQDA through CMH for Army visibility and tracking following local legal review and public affairs vetting. • CMH is available to provide guidance on the proper channels for legal and/or public affairs questions. • OCONUS Events and Activities: • 15 November 2017 Unit Participants Identified • Community Outreach - Supplemental DOD Strategic Community Outreach Plan • Deployment Tiers 1-5

LOE 1 – Commemoration Governance and Resourcing (cont.) • Commemoration Resourcing : • Local commanders at all levels are authorized to plan and execute commemorative activities that are consistent with their existing authority to conduct public affairs, community relations, and other normal missions only. • Commanders will ensure that their community relations and public affairs offices, servicing legal offices, and resource managers review and advise the proper source(s) of funding for commemorative events. • Commanders will not receive reimbursement from HQDA for WWI Commemorative activities. • Any promotional items or giveaways paid for with appropriated funds and distributed in association with a commemorative event must fall within the Command's mission and have an informational purpose. • :

  11. LOE 1 – Commemoration Governance and Resourcing (cont.) OCONUS Events Deployment Levels • TIER ONE: UNIT COMMANDER AND COLORS. GENERAL OFFICERS MAY TRAVEL WITH AN AIDE DE CAMP. MAXIMUM SIZE OF TRAVELING ELEMENT: THREE PASSENGERS (PAX). • TIER TWO: UNIT COMMANDER, SENIOR NONCOMMISSIONED OFFICER (NCO), AND COLORS. MAXIMUM SIZE OF TRAVELING ELEMENT: FIVE PAX. • TIER THREE: UNIT COMMAND ELEMENT. UNIT COMMANDER, SUBORDINATE UNIT COMMANDERS, SENIOR NCOS, AND COLORS AS APPROPRIATE. MAXIMUM SIZE OF TRAVELING ELEMENT: 10 PAX. • TIER FOUR: UNIT REPRESENTATION ELEMENT. UNIT COMMANDER, SUBORDINATE UNIT COMMANDERS, SENIOR NCOS, COLORS, AND UNIT REPRESENTATIVES SUCH AS OFFICER/NCO/SOLDIER OF THE YEAR, LEADERSHIP AWARD WINNERS, UNIT COMPETITION WINNERS. MAXIMUM SIZE OF TRAVELING ELEMENT: 20 PAX. • TIER FIVE: OTHER. UNIT COMMANDERS MAY REQUEST AN EXCEPTION TO POLICY FROM HQDA THROUGH CMH FOR ELEMENTS LARGER THAN 20 PAX. ALL EXCEPTIONS MUST COMPLY WITH LEGAL AND PUBLIC AFFAIRS REGULATIONS AND POLICY. MAXIMUM SIZE OF TRAVELING ELEMENT: TBD PAX.

LOE 2 – Outreach and Education Goal: Improve Understanding Within and Outside the Army of the Army’s participation in WWI. • CMH has established a WWI Centennial Commemoration page linked off of www.history.army.mil • Digital content • U.S. Army Master WWI Commemoration Calendar • Digital Lesson Plans • Reference documents and e-pubs • Throughout 2017 and 2018 CMH will publish an eight-volume World War I Commemorative Pamphlet Series • Social media posts and web content tied to key wartime dates and Army events. • Virtual Staff Ride

LOE 3 – Unit Commemorations Goal: Encourage all Regular Army, National Guard, and Reserve Component forces, particularly those with WWI Lineage, plan and execute commemorative events in CONUS and OCONUS • Unit anniversaries in 2017 and 2018 • CMH FP will be available for unit lineage and honors support. • Unit campaign and battle commemoration events. (See LOE 5) • Unit Veterans’ Associations. CMH encourages the participation of unit veterans’ associations in Army Commemoration Committee activities. Where possible, Army commands and veterans’ associations will seek to conduct cooperative commemorative activities. • Commands must ensure that legal review and public affairs vetting is done

LOE 4 – Institutional Commemorations Goal: Army installations, branches, and schools with lineages dating to the WWI period will plan and execute commemorative events. • Installation Commemorations. • Branch Commemorations. • School / Center of Excellence Commemorations. • Arlington National Cemetery Events. • Pentagon Events.
