CITEL REGIONAL ACTIVITIES • CITEL PCC II had 9 meetings (since Oct 2003) • Considered preparatory work being done in ITU-R • Develop Citel preliminary views on WRC issues • Preliminary views took into account support for the ICAO position • Work progressed towards preliminary proposals • Final meeting (July) developed IAP’s Nairobi, Kenya 17-18 September 2007

  3. Upgrading radiolocation service to primary in 9000-9200 MHz and 9300-9500 MHz. CITEL supports upgrading to primary status with additional provisions to protect the (aeronautical) radionavigation service CITEL IAP supports the ICAO position WRC-Agenda item 1.3In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Nairobi, Kenya 17-18 September 2007

CITEL supports extending EESS and SRS into the band 9300-9500 MHz on a primary status with additional provisions to protect the radionavigation service New footnote limiting EESS to wideband systems only (greater than 300 MHz) and Mod 5.476A to reflect extension of the band, and protection for radiodetermination systems CITEL IAP supports the ICAO position WRC-Agenda item 1.3In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Nairobi, Kenya 17-18 September 2007

  5. CITEL does not support an allocation for AMT in the band 5030-5091 MHz. This band remains protected for MLS. CITEL does not support an allocation for AMT in the band 5150 – 5250 MHz, as AMT is not compatible with existing services CITEL supports an allocation to aeronautical mobile service for AMT in the band 5091-5150 MHz limited to air to ground flight test telemetry only New Resolution to specify sharing conditions in the 5091-5150 MHz band [AMT5GHz] Priority given to AM(R)S allocation in the band 5091-5150 MHz CITEL IAP supports the ICAO position WRC-Agenda item 1.5To consider spectrum requirements and possible additional spectrum allocation for aeronautical telecommand and high-bit rate aeronautical telemetry, in accordance with Resolution 230 (WRC – 03) Nairobi, Kenya 17-18 September 2007

CITEL IAP does not support changes to current allocations in the band 108-117.975 MHz, supports NOC to Res 413 CITEL IAP supports suppression 5.198 (AMS(R)S secondary allocation 118-136 MHz) These elements do not support the ICAO position WRC-Agenda item 1.6 (1)To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

  7. CITEL IAP supports an allocation to AM(R)S in the band 960-1024 MHz. (Footnote and Resolution) Resolution specifies systems having ICAO SARP are required. Protection given to existing services and systems in the band The ICAO position supports 1164 MHz, CITEL IAP supports 1024 MHz WRC-Agenda item 1.6 (2)To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

  8. CITEL IAP supports an allocation to AM(R)S in the band 5000-5030 MHz. (footnote and Resolution giving protection to RNSS) CITEL IAP does not support AM(R)S in the band 5030-5091 MHz. (ensures protection of MLS) CITEL IAP supports AM(R)S in the band 5091-5150 MHz (by footnote and Resolution to protect FSS) CITEL IAP supports the ICAO position WRC-Agenda item 1.6 (3)To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

CITEL IAP does not support any modification to current satellite allocations in the 10.7 – 12.75 GHz band, and NOC to FN 5.504A This does not support the ICAO position regarding a Recommendation in the RR’s for VSAT systems WRC-Agenda item 1.6 (4)and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

  10. Res. 729 – MOD to Res 729 - Minor modification recognizing ITU-R work on adaptive systems. No further work required ADD – New Resolution to determine the suitability of changing the radio regulations to allow for wider bandwidths to the fixed and mobile services (excluding aeronautical mobile service) to accommodate advanced HF adaptive systems Res. 351 – NOC to Appendix 17 MOD Res 351 to enable studies for WRC-11 modification to Article 5 ADD footnote to maritime mobile bands identified for analog services to enable digital transmissions Res. 544 – NOC - No additional spectrum for broadcasting service SUP Res 544. Issue has been studied - Do not support a future agenda item Other Issues - NOC - Retain current primary allocation to amateur service in Region 2 at 7200-7300 kHz This supports the ICAO position WRC-Agenda item 1.13Taking into account Resolutions 729 (WRC-97), 351 (WRC-03) and 544 (WRC-03) to review the allocations to all services in the HF bands between 4 and 10 MHz, excluding those allocations to service in the frequency range 7000 – 7200 KHz and those bands whose allotment plans are in Appendix 25, 26 and 27 and whose channeling arrangements are in Appendix 17, taking into account the impact of new modulation techniques, adaptive control techniques and spectrum requirements for HF broadcasting.   11. CITEL IAP supports the provisions of ITU-R Recommendation M.585.4 which extends MMSI assignments to aircraft stations and aids to navigation. This supports the ICAO position. WRC-Agenda item 1.16To consider the regulatory and operational provisions for maritime mobile service identities (MMSIs) for equipment other than shipborne mobile equipment taking into account Resolution 344 (Rev. WRC-03) and 353 (WRC-03) Nairobi, Kenya 17-18 September 2007

  12. CITEL supports the suppression of the secondary allocation for MSS feeder links in the bands 1390-1392 MHz and 1430-1432 MHz. (SUPP 5.339A and Res 745) CITEL IAP supports the ICAO position. WRC-Agenda item 1.17To consider the results of ITU-R studies on compatibility between the fixed-satellite service and other services around 1.4 GHz, in accordance with Resolution 745 (WRC-03) Nairobi, Kenya 17-18 September 2007

  13. CITEL did not develop an IAP on this agenda item to support inclusion of limits for unwanted emissions to protect EESS from radar systems brought into operation in the future. WRC-Agenda item 1.20To consider the results of the studies and proposals for regulatory measures, if appropriate, regarding the Earth exploration-satellite service (passive) from unwanted emissions of active services in accordance with Resolution 738 (WRC-03) Nairobi, Kenya 17-18 September 2007

  14. CITEL is of the view that future RNSS systems can meet unwanted emissions criteria to protect RAS. No provisions proposed for unwanted emissions from RNSS systems in the band 1559-1610 MHz. Removal of 1559-1610 MHz band from Res 740 for further consideration at WRC-11 CITEL IAP supports the ICAO position. WRC-Agenda item 1.21To consider the results of studies regarding the compatibility between the radio astronomy service and the active space services in accordance with Resolution 740 (Rev. WRC-03), in order to review and update, if appropriate, the tables of threshold levels used for consultation that appear in the Annex to Resolution 739 (WRC-03) Nairobi, Kenya 17-18 September 2007

  15. CITEL proposals do not appear to effect aeronautical services, there are 17 IAPs based primarily upon CPM Report to update references to ITU-R Recommendations already incorporated by reference and to modify certain other references to clarify their status and remove any ambiguity This supports the ICAO position. WRC-Agenda item 2To examine the revised ITU-R Recommendations incorporated by reference in the Radio Regulations communicated by the Radiocommunication Assembly, in accordance with Resolution 28 (Rev. WRC-03), and to decide whether or not to update the corresponding references in the Radio Regulations, in accordance with principles contained in Annex to Resolution 27 (Rev. WRC-03) Nairobi, Kenya 17-18 September 2007

  16. CITEL did not develop an IAP to support inclusion of an agenda item for WRC-11 to address the MSS 1.5/1.6 GHz band to secure long term availability of spectrum for AMS(R)S. CITEL did not develop an IAP to support inclusion of an agenda item for WRC-11 for UAS These items will be be dealt with by country specific proposals to the WRC WRC-Agenda item 7.2To recommend to the Council items for inclusion in the agenda for the next WRC, and to give its views on the preliminary agenda for the subsequent conference and on possible agenda items for future conferences, taking into account Resolution 802 (WRC-03) Nairobi, Kenya 17-18 September 2007
