Federal Government: President, Congress • NCLB (ESEA) • AYP- “Teaching to the test” • Penalizes underperforming schools • Requires 100% proficiency by 2014 • Currently up for reauthorization • NCLB Waivers • Began in February 2012 • 32 states and DC • I.D.E.A. (1990) • States must provide free education to those with disabilities • Only 1 out of 5 SPED students were accommodated before IDEA • Legally requires IEPs

State Government: Governor, State Senate & General Assembly • Raised retirement age to 67 for new teachers starting in 2011. • Highest in nation • Part of “pension reform” • Decide on Education Funding • Causes layoffs • Classroom size increases • Diminishes Job Market • Senate Bill 7 • RIFs now consider both performance & experience • Raises standards for tenure • Teachers with 3 years of “excellent” evaluations can have tenure in 3 years • Governor appoints Illinois State Board of Education

  6. Illinois State Board of Education • Decides on Curriculum and other assessment tools for all Illinois schools. • TAPS • Common Core Standards • “C Minus Rule” • Appointed by Governor • Four year terms • Currently 7 members • 3 have no teaching experience or education related degrees.

Voter Registration Election is on Tuesday November 6th Early voting: Oct. 22nd-Nov. 3rd You MUST live at address you are registered to • Change of address • Two forms of ID • Proof of current address • Copy of lease or dorm assignment • ANY mail addressed to you at new address • DEADLINE TO REGISTER • October 9th

  9. Legislative Platform • The IEA’s legislative platform is created by a committee of IEA members • Edited and approved by annual Representative Assembly • Members elect local reps to attend annual assembly of over 1,000 representatives

Stances of the IEA • Opposes cuts to education • Supports an increase in state funding of public education • Supports eliminating funding disparities in Illinois • Highest: $28,205 • Lowest: $4,281 Supports collective bargaining rights & right to strike Supports the state paying their agreed upon share in funding pensions Supports due process through tenure

Stances of the NEA • NCLB • Supports focusing on innovation, not rote memorization • Opposes standardized testing evaluations • Opposes cutting funds to ‘failing’ districts • Supports increased funding to Pell Grants • Opposes “Right-to-Work” • Opposes increases to Federal student loan interest rates

  12. Constitutional Amendment: HJRCA 49 On the November ballot. It would require a 3/5ths vote from the state legislature OR local school boards to increase any benefit in a retirement system. The IEA OPPOSES this Amendment and urges members to vote NO. The IEA views it as undemocratic. It prevents local districts from taking actions they deem necessary that could attract more employees. There may be confusion over what is actually an increase.
