  1. Automatic IdentificationTechnologies (AIT)/Item Unique Identification (IUID) and Real Time Locator System (RTLS)

Background: A memorandum from the Acting USD Acquisition, Technology and Logistics (AT&L) of July 29,2003, entitled Policy for Unique Identification (UID) of Tangible Items - New Equipment, Major Modifications, and Reprocurements of Equipment and Spares, requires the implementation of an Item Unique Identification (IUID) program that assigns a set of data elements to be marked on items that is globally unique and unambiguous. The Medical Logistics Proponent Subcommittee at its 27 January 2005 meeting directed the DMLSS Program Manager (PM) to draft an IUID implementation plan for the Military Health System (MHS).

  3. Background: In 2006 DMLSS came out with an IUID implementation plan. Navy MTFs use to use both DMLSS and the Defense Property Accountability System (DPAS) for property accounting. The Navy considers DPAS to be its authoritative system of record for all equipment and did not participate in the DMLSS IUID Phase 1 implementation. Discussions briefly occurred with DPAS regarding which system will assign UIIs to legacy equipment and how this information will be shared between systems. Beginning FY 2008, DMLSS became the accountable property system of record (APSR) for BSO-18.

DOD Directive, NUMBER 8320.03, March 23, 2007 • Subj: Unique Identification (UID) Standards for a Net-Centric Department of Defense • Implements Strategic Planning Guidance (SPG) FY 2006-2011, (March 2004), to establish policy and prescribe the criteria and responsibilities for creation, maintenance, and dissemination of UID data standards for discrete entities. UID standards will enable on-demand information in a net-centric environment, which is an essential element in the accountability, control, and management of DoD assets and resources.

DOD Instruction, NUMBER 8320.04, June 16, 2008 Subj: Item Unique Identification (IUID) Standards for Tangible Personal Property Establishes the IUID Registry as: The authoritative source of Government unit acquisition cost for items with UII acquired after January 1, 2004. The master data source for Government Furnished Property (GFP). The authoritative source for establishing the full cost of end-item equipment.

DOD Instruction, NUMBER 8320.04, June 16, 2008 SUBMITTING DATA TO THE IUID REGISTRY Data is submitted via Wide Area Workflow (WAWF), by submitting a file through the Global Exchange Service, or manually via the IUID Web site at http://www.bpn.gov/iuid. WAWF is a paperless invoicing and property transfer environment and the preferred means of submitting data on new end items to the IUID registry and for submitting data on custody changes for GFP. It enables contractors to transmit shipping notices electronically and the Department of Defense to perform both receipt and acceptance electronically.

DOD Instruction, NUMBER 5000.64, May 19, 2011 • Subj: Accountability and Management of DoD Equipment and Other Accountable Property • Accountability of property shall: • Be established upon receipt, delivery, or acceptance. • Be enabled by item unique identification (IUID) for identification, tracking, and management in accordance with DODI 8320.03. • Be established and maintained using information technology. The use of automatic identification technologies (AIT) to assist in property accountability is mandatory unless demonstrably proven through cost benefit or other analysis that implementation would not be practicable.

  8. DMLSS IUID Milestones Phase 1, virtual Unique Item Identification (UII) was generated for legacy equipment (2007). Phase 2, DMLSS allowed production of 2D matrix barcodes. DMLSS system was modified to automatically capture UIIs should a manufacturer choose to generate the UII and report it to the UID Registry (2008). Phase 3, generate IUID on GFE.

  9. Virtual Unique Item Identifier (UII) The Government's unit acquisition cost or historical unit cost of the item is $5,000 or more; Items with a Controlled Item Inventory Control Code; Parent system and component with cost $5,000 or more.
