ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION “Internal quality assurance is the totality of systems, resources and information devoted to setting up, maintaining and improving the quality and standards of teaching, scholarship (student learning experience), research, and service to community” (AUN, 2007)

ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION • Seven criteria of IQA in higher education (ENQA, 2005): • Policy and quality assurance procedure: the institution needs to develop strategies, policies and operation cycles in order to constantly improve its quality; develops the culture of quality assurance in all activities.

Approve and periodically monitor and revise curriculum and the issuance of certificates: an institution needs to have regulations, procedures for the approval and periodic supervision of curriculum and issued certificates. 3. Learner assessment: learners are assessed in accordance with open and consistent standards, criteria and procedures.

Quality assurance of teaching faculty : Quality of teaching staff is assured and they are able to make contribution to reports on their university’s quality assessment. 5. Learning resources: learners can access to learning resources in accordance with their curricula.

Information system: the institution needs to have sufficient information for the management of curricula and other activities. 7. Public information: periodically, the institution updates and makes public of its curricula and the offered degrees and certificates.

ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION • Seven principles of internal quality assurance (APQN, 2008): • A quality assurance culture is created, defined, supported, and promulgated • Quality assurance aligns with and is embedded within the institution’s unique goals and objectives. 3. Internal quality management systems, policies and procedures are in place.

A strategy for the continuous enhancement of quality is developed and implemented 6. Quality assurance of academic staff is maintained 7. Appropriate and current information about the institution, its programs, awards and achievements is made publicly available

ĐBCL BEÂN TRONG ÔÛ TRÖÔØNG ÑH INTERNAL QUALITY ASSURANCE IN HIGHER EDUCATION One of the remarkable commonalities of the two mentioned criteria/principles for internal quality assurance in each institution is the development and effective implementation of strategies for quality improvement. In order to have those, a holistic tool for institutional management is necessary.

VALUE-CREATION CYCLE • Value-Creation Cycle was developed by a group of Norwegian scientists in late 20th century. • The Cycle was officially introduced in Vietnam for the first time in the Conference on “Improving management capacity” hosted by Nha Trang University of Fisheries (currently University of Nha Trang) in 2004.

  12. VALUE-CREATION CYCLE Role of the Value-Creation Cycle : • Can be used as a “commonmanagement language” for organizations including institutions of higher education. • Help managers at all levels define appropriate missions, goals and strategic solutions.

  15. VALUE-CREATION CYCLE • Finance resource: Financial sources that an institution can have. • Human resource: The institution’s staff, cultural and mental values, and their cooperation spirit.

  16. VALUE-CREATION CYCLE • Structural resource: include facilities, organization structure, mechanism, strategic plans, regulations, criteria… needed for running production activities; material values (lectures, database, information network,…)

  17. VALUE-CREATION CYCLE • Cooperation: include external partnership and cooperation (domestic and international)

  18. VALUE-CREATION CYCLE • Human resource include not only the organization’s staff but also the cultural and mental values and collaboration among individuals. An organization whose staff stand together and respect collaboration will be more likely to sustainably develop.

  19. VALUE-CREATION CYCLE • Mechanism, strategic plans, regulations, criteria… of an organization are also considered as resources. An organization having good strategic plans and mechanism will have more chances to succeed.

  20. VALUE-CREATION CYCLE • Cooperation is considered as a resource, especially in current social-economic context. An organization having good partnership and linkages can rapidly develop even its financial capacity is limited.
