Introduction • First master plan of RawlPindi was prepared in1968-69 but was not implemented in its true spirit • In view of accelerated trend of population growth ,the need for revision of master plan was felt .Hence Punjab Government directed in march 1990 for preparation of an updated Master plan • Work was entrusted to Regional Physical planning officer,H& PP,Rawalpindi. • Coordination committees ,headed by commissioner Rawalpindi & comprising all the divisional heads of Nation Building dept was constituted by P.govt and Work was started in1992 • Project area comprises MCA, Cantonment area and specified area by RDA.

POPULATIONThe population was projected up to 2016 by adopting following diff growth rates • Growth rate of urban Punjab (1972-81)i.e 4.25 % per year • Growth rate during inter census period 1972-81 i.e. RMC (2-43%) CANTT. 4.02% $ SPECIFIED AREA (3.12%) PER ANNUM • Growth rate on the basis of socio-economic survey 1996,i.e RMC(2.13%)Cantt(5.40%) and specified area (2.14%) per annum.

Housing problems & proposals Problems • Total deficiency 74,252 houses( at present) 4,83,574 houses (up to 2016) • Total present & future area requirement is 39,900 acres @ 12 d.u/acre • Increasing no.ofkatchiabadis in muincipal and cantonment areas. Proposals • Launching of public private joint venture Housing projects • Taxing raw urban land as well as limiting construction period. • Out of 8 katchi abadis in the city, 3 should be developed & and other 5 on private land or within Lei Nullah & R.O,W of major roads should be shifted to 3 marla Housing schemes /multi storey flats. • Max size limited to 1 kanal

CommerceExisting no. of shops =40435 shopsExisting area under shops =478 Acrefuture requirements of shops @ 40 =55224 shopspersons per shop up to 2016 Future spatial requirement @ 369sq ft/shop uptill2016 =467.68 AcresPROPOSALS At present there is 1 shop/34 persons 1 shop/40 persons is proposed for future development Following hierarchy of commercial centers is proposedCBD Zonal Shopping CentreSector Commercial Centers Neighborhood Centers ANDMohallah Centers

Proposals • Discourage linear commercial centers along major roads • New commercial centers may be located keeping in view the surroundings uses • Spatial distribution of various centers according to general pattern indicated by master plan • Provision of foot paths & over congested commercial areas may be completely pedestrianized. • Flat system must be introduced

  9. Industry And Employment • Survey has indicated a total number of 1018 industrial units scattered all over the city. • Objectives are established to formulate future policy for industry. Standards are adopted to calculate future requirement which are • Project labor force (1996-2016) =73678 • Future land requirement =1474 Acres continued……

  10. Extension on 500 acres of land of existing industrial estate which is now comprising on 250 acres. High tech industrial activity has been recommended on RDA ring road, The Markaz of planning zone. Site for service industries measuring 50 acre each will also be provided in the zonal centers. It is proposed that existing service industry which are not obnoxious may continue. Stringent measures may be adopted so that the industrial units should treat waste before disposal.

  11. Transportation Different traffic surveys have been conducted by the project officer in 1996. Traffic Problemss • Unauthorized bus & wagon stands creating hindrance to smooth flow of traffic along Muree road which is used for traffic playing b/w Islamabad ,Muree and the city. • At kamalabadchowk there occur many traffic jams due to fast & slow mode of traffic also the roads entering the junction are not wide enough to accommodate the existing traffic volume Continued……………….

  12. .Among three level crossings in the city, most important and problematic exists on J.J Principal road..Motimahal coaches stand are causing inconvenience for nearby residents due to insufficient space..Most of the parking problem exists along Muree Road, Raja Bazar and Sadar area

TRAFFIC Proposals • Mass transit system to be improved to reduce dependence on private vehicles • Illegal encroachment on the roads to be removed immediately • RDA Ring Road has proposed around existing built up areas of the City • Off- street parking to be provided in the congested areas • Structural condition of G T (Peshawar section) is satisfactory, however for future traffic another carriage way along the road is underconstruction moreover service roads must be provided also. continued……..

  14. .Chakri road and Adiala roads are required to be widened in order to meet needs of future traffic, the right of way these roads is proposed to be 250 feet each.Proposed right of way of Dhamial ,Girja and Misrial roads is of 220 feet each..Beautification & Remodeling of Muree road.New link from Gwalmandi road up to Marrirchowk has been proposed.J.J Principal road is proposed to be converted into dual carriage way for future traffic.5 New proposed roads are proposed.Improvement of junctions Continued…….

Remodeling of bridges on railway tracks and Lei NullahA truck stand of 25 acres may be provide in the propose “Metropolitan area of opportunity Off-street parking in Saddar shopping centre To overcome parking problems following sites are proposed for parking plazas .Muree Road.FaizabadChowk.LiaqatBagh (behind new bus bay)

Environment Vehicular emission Factors responsible for Environmental Degradation are • Air pollution • Water Pollution More than 52% factories dispose off waste into Open drains • Noise Pollution • Solid Waste G.rate rate is 0.85kg per capita Per day And 30-40% of solid waste collected By municipal authorities out of which 50-70% transported to dumping site Industry

Measures To Be Adopted In Future For Minimizing Environmental Pollution • Establishment of vehicle emission testing stations throughout the city • Enforcement of EPA legislation for vehicular emission • Gradual shifting of all obnoxious industrial units to the proposed industrial state outside the city • Recognizing & appreciating clean industries by issuing “Green Tags” • Acoustic treatment in noisier areas of factories • Municipal authorities in the City apply treatment before disposal of waste water into water bodies

  19. .Strict ban on dumping of solid waste in water bodies.Cleanest neighborhood competitions may be introduced among communities of the city.Collection and disposal arrangement of RMC & RCB required to be improved.Rawal lake must be protected for further pollution.Installing mini water filters on public places.Use of loud speaker in the mosques other than Azan must be checked.Shifting of existing air port to the proposed site.Penalizing & banning the use of pressure horns within the city.Establish “Gawal Colonies” at appropriate location at the outskirts of the City

Plan Implementation • Implementation of Rawalpindi Master plan may be carried out in the following manner: • Institutional and administrative framework • Programming and phasing • Planning institutions in Rawalpindi are described in the plan well. • In phasing actions with time limit and responsible authority are defined. • First Phase(1996-2001) • Second Phase(2001-2006) • Third Phase(2006-2010) • Fourth Phase(2011-2016)
