System Update • 1 Pennington County addition of 2 repeaters to Skyline site completed on 04/01/2010, site working well,  with 176,648 calls last month (June 2010) and 1 busy.    Update, Pennington site working well,  209,924 calls and 6 busies with 8 repeaters active (August 2010). •  2 Tower inspections by our crew to begin Spring  2011  ,  delayed due to  other priority work .We have been doing minor inspections as we climb for other tower work such as tower lighting or antenna work. •  3 Site issues to repair: • ANTENNAS: • a) Billsburg, broken elements 1 transmit antenna- need replacement, antenna ordered- $679.80-  COMPLETED.  • b) Ridgeview, broken elements 2 transmit antennas, antenna ordered- $679.80 each-  COMPLETED.  • c) Miller, bent elements, 2 transmit antennas, antenna ordered- $679.80 each-  COMPLETED.  • d) Orient Hills, possible water in connector, to inspect- check soon as possible good weather.  - To Be Done Spring 2011 • e) Agar, coverage issues, possible antenna/ feedline problems, to inspect- check soon as possible good weather.  --To Be Done- October 2010.    • --Tower crew by State Radio Engineering at about 1/3 cost of hiring a tower crew.   •         f) Crandall replace antennas, transmit and Receive. --To Be done October 2010. •         g) Enning replace antennas, transmit and Receive- have attempted 3 times and got weathered off tower.- October 2010. • TOWER ISSUES: • a) Bowdle-  SITE DESTROYED by TORNADO, in process of replacement- COMPLETED.  Site on line and working well as of Sept. 14th, 2010. Coverage good, even better than with old tower. • b) Aberdeen- replace bad beacon bulb- soon as possible good weather -  Needs new bulb, will be done Oct. 2010.   •         B1) Additional tower lighting (beacon or sidelight)  to be completed at Ridgeview, Miller, Bowdle (controller), Ipswich, and Aberdeen.  October/ Nov. 2010. • c) Tower inspections, starting in  Spring 2011.    • d) Paint tower at Miller and Desmet, OR change out beacons to Strobe. Cost for Strobe less than painting costs. Miller approx. $18,000 for multi-level strobes, Desmet approx. $10,000, with controllers.  Work to be done in new budget year.  --NEED to COMPLETE. •         e) Turkey Ridge, inspect bent SE anchor, currently high ground water preventing access.  Anchor shafts inspected to depth of 3 ft and all look good at Turkey Ridge. No climbing until repaired. •         f) Madison site has NEW beacon, controller still having issues and needs work. •         g) Vermillion have new Cellwave 4 bay Rx antenna to be installed in early October, antenna on site and SRC tower crew to do work. •       h) Toronto has 1 National Law station 155.475 Mhz installed and working, linked to Huron dispatch 4 wire control and installed in their console. •         I) Four tower climbers certified by Sioux Falls Tower, Inc. , all equipment checked, and they are all certified in Rescue climbing with rescue gear. • SITE WORK: • a) Mitchell- Move building to higher ground out of water- building is settling. Pad to set on $5000.00, ground work- build up, disconnect- reconnect, total cost estimate $20,000.  Need to complete.  • b) Miller, Iona- paint building. Cost for cleaning building with power washer by PBS, and paint, $250.00 per building, done by SRC Engineering-  Summer/ Fall 2010- have power washer equipment.    •         b1) Have painted Huron building light brown with darker brown trim, looks very good.  Also preparing Turkey Ridge currently to be painted- to finish Oct. 2010. • c) Miller- 2 doors- $490.00 per door- 1/4" steel hardened door.  --Need to order and replace.  --Need to do this.   • d) Crandall, Desmet- Insulate inside of buildings to lower heating/ cooling costs, $500.00 per site.  --Need to do this work.     •         e) New heating and cooling installed in Billsburg Summer 2010.   Working well.   • GENERATORS- MOVE INSIDE  --All needs completion.  • a) HIGHEST PRIORITY- Herreid, Hillhead, Orient, Toronto, Ridgeview, Shadehill-- Cost from $500.00 to $2500.00 depending on work required at a specific site.   COMPLETED Herreid, Hillhead, and Winner in progress. Others will be completed ongoing Fall/ Spring-Summer 2010-2011. • b) LOWER PRIORITY: Baltic, Radar Hill, Agar- Cost as above. • 4 Immigrations & Customs Enforcement (ICE) co-locating on a number of SRC and PBS towers. (COMPLETED)  Completed 9 sites for ICE co-location, need to finish agreements. 

  5. 700 MHZ Update Todd is finalizing the report, we have set a tentative date of November 10, 2010 as the meeting for public input on the plan. While we see limited voice use for the 700mhz spectrum, it can be waivered for use in data systems, broadband applications, etc.

Public Safety Broadband Planning Forum Sept 21-22, 2010 Synopsis: • National Public Safety Broadband network envisioned in next 5-10 years. • Consensus that access to data in the field will become an integral part of response. • Because PS will require priority access, commercial sector is not interested in being the provider. • Standard for network has been set as Long Term Evolution (LTE), same system as Verizon and ATT will begin rolling out for their commercial data offerings. Hopefully there will be some economies of scale for network and subscriber equipment. • State/local/ or lead jurisdiction will need to establish a vision and strategy. • State will be responsible to set up governance for development of state/local strategy. • Raise awareness & prepare local governments, state government, legislature. • Watch and learn. 21 waivers granted already with more on the way. Applicants range from municipal to statewide, as they begin their build-outs we can watch and learn. • Keep in mind this is a long-term process. Current voice systems will need to be supported.

Annual Telergee Alliance Rural Telecom Industry Benchmark Study Released Telergee Alliance, an organization of CPA firms and the leading provider of rural telecommunications performance data, announces the release of 2010 Telergee Alliance Benchmarking Study, its publication reporting on the state of rural telecommunications companies in the United States. Most notably, the 2009 data highlights growth in broadband and wireless customers, but a continued decline in landline voice (wireline) customers.  Furthermore, landline access minutes of use decreased approximately 13% in both the state and interstate jurisdiction.  Thus, not unlike telecom in urban America, the rural companies are experiencing the market shift to broadband and wireless services.
