Summary of presentation content This is the third presentation in a series of three; • This presentation concerns itself with the specific questions that need to be answered when applying for the Register of Apprenticeship Training Providers (RoATP) (From CC-PP-1 through to the end of the application) • This presentation assumes you are fully familiar with accessing the e-platform and that you have read the ESFA Guidance document and all other information surrounding the application process • All presentations assume that your college has previously been on RoATP. If this is NOT the case please contact teresa.frith@aoc.co.uk if you require advice on your application

  3. CC-PP – People and Planning These questions are to give ESFA a feel as to the type of apprenticeship offer you are planning for the next 12 months. You will need to identify the sector routes that you will work within and to explain how well resourced you are to undertake your plan. These questions are again written as if you have not started apprenticeship delivery, but you need to respond to these questions regardless. Response types are drop down lists, attachments and text

  4. CC-PP 3 How are you ensuring your organisation is ready to deliver training in apprenticeship standards? ESFA give no clarification on what they are looking for in answer to this question. Perhaps the intent is for you to explain how you have adapted delivery for standards from delivery for frameworks, rather than expecting you to explain how you are ensuring you have sufficient resource in place for each sector route that you are looking to deliver.

  5. CC-PP 12 This question requires you to upload a completed template for up to 10 of your apprenticeship staff in order to demonstrate that you have the capability to train apprenticeships within the sectors that you have identified. Each employee noted must be a permanent member of staff. The template is quite involved. You will want to choose staff members who provide the best examples of dual qualification/experience across the range of sectors. It is likely to take a while to gather this information, so it might be worth working on this right at the beginning of the application process.

  6. CC –PP 13 Here you are required to attach a copy of your process for professional development of your apprenticeship staff. This must include how: • You encourage sector knowledge, skills and performance • You improve teaching and training knowledge, skills and performance • You make continuous learning a part of professional life • Learning objectives are focussed for the staff member and how these relate to customer/college needs

  7. CC-PP 14 Give an example of how your employees sector expertise has been maintained and kept up to date through your professional development process. This question would appear to be about how you effectively implement your own CPD process. You are required to give one example. You should focus on sectoral expertise and NOT teaching and training

  8. CC-PP 15 Give an example of how your employees teaching and training expertise has been maintained and kept up to date through your professional development process. This question would appear to be about how you effectively implement your own CPD process. You are required to give one example. You should focus on teaching and training expertise and NOT sectoral. Ideally this should be a different person from the previous question.

  9. EN – Readiness to engage This section looks to see that you are ready and able to engage effectively with both employers and learners. ESFA will be looking to ensure that you have everything in place to engage effectively. Answers in this section are drop down list, text and attachment.

  10. EN 2 Upload a copy of your employer engagement practice. This is probably one of the most involved questions within the application and requires some significant detail. The whole EN section is arguably the most important within the application process. Your response to EN 2 must include: • How you’ll promote apprenticeships with employers (using ‘find apprenticeship training’ and other national branding!) • What methods of engagement you’ll use with employers as appropriate to the sectors they work in (this should also include information on the standards you intend to offer and the locations where these will be delivered) • How you’ll work with employers to develop and train apprentices, through co-creation of programmes, the flexibility of your programme to meet employer and apprentice needs, continuous engagement for the duration of the apprenticeship, coaching and mentoring and recording of all training undertaken by both you and the employer • How you’ll manage relationships with employers through continual engagement, agreed methods for doing this, escalation of concerns and addressing any issues raised • Who has overall responsibility for managing relationships with employers with the ability to act independently and take decisions • What your procedure is for questions and general communications • How you’ll continuously monitor and improve employer engagements through cyclical reviews, regular feedback from employers, the use of complaints data, frequently asked questions and contract review meetings As this requires an upload, there is no restriction on length or use of diagrams, etc so you can feel free to fully describe your employer engagement practice…… be sure to stay on topic though (and keep in mind how many applications the assessors will have to go through!)

  11. EN 2A Upload a copy of your complaints policy, procedure and process. This must be the one as it is published on your website. This may well be specific to apprenticeships, or your wider employer facing offer that includes apprenticeship.

  12. EN 3 Upload a copy of your ‘contract for services with employers’ template. This will be your standard employer contract without any of the schedules or specific employer details added. If you use different contract templates for different employers, you should provide access to all that are currently in use.

  13. EN 4 Upload a copy of the commitment statement template you will use. Such a template is available on the AoC website should you wish to check that your current version meets the existing ESFA rules.

  14. EN 5 Upload a copy of your process for performing initial assessments of apprentices prior learning. This must involve how you will: • Review the learner’s personal learning record • Review the learner’s previous qualification(s) against the apprenticeship • Identify and analyse skill gaps and how an apprenticeship will address these • Ensure the full occupational profile and learning (skills, knowledge and behaviours) required is addressed

  15. EN 6 Upload a copy of your process for delivering English and maths to apprentices. This must include: • Review of apprentice’s abilities to achieve entry level requirement in English and/or maths • Show exemption from English and maths requirement

  16. EN 8 How do you make your methods for delivering 20% off the job relevant to the frameworks or standards that you are delivering? This is a text answer (so 2000 character limit) This must include: • Use of technical or theoretical elements of the apprenticeship to decide the best method of training • Make training methods flexible to changes in employer or apprentice circumstances

  17. EN 9 How do you ensure your methods for delivering 20% off the job meet the needs of employers and apprentices? This is a text answer (so 2000 character limit) and must include how you: • Work with employers to define a model for delivery • Make your model for delivery flexible to changes in employer or apprentice circumstances • Decide the point in the apprenticeship at which the off the job training is best delivered.

  18. GO – Apprenticeship Welfare This section is practical in nature, requesting copies of key college policy documents and the names of individuals with specific overall responsibilities. Answers in this section are drop down, attachment and name input.

  19. GO-1 Upload a copy of your plan of continuity of apprenticeship training. Your policy must include: • Alternative communication channels • Alternative modes of transport • Alternative site of operations • Back-up of business-critical systems • Back-up and restore of data • Emergency contacts in the event of a significant incident (ESFA must be included)

  20. GO-2 Upload a copy of your equality and diversity policy Your policy must include how: • You will promote the policy • You will achieve commitment to the policy throughout the organisation • You will train employees in implementing the policy • The policy will influence recruitment of employees and apprentices • The policy is implemented when training apprentices

  21. GO-3 Upload a copy of your safeguarding policy Your policy must include: • How you will promote the policy • How you will achieve commitment to the policy in your organisation • How you will train your employees in implementing the policy • How you will ensure protection of apprentices and prevention of abuse • Your processes for raising, recording and investigating concerns • Your procedures for getting additional support and guidance • How your IT usage is monitored (if applicable)

  22. GO-5 and 6 Your responsibilities towards the Prevent duty and your compliance with it. You need to demonstrate your understanding of the duty within safeguarding to: • Protect apprentices and employees from radicalising influences • Build your apprentices and employees resilience to extreme narratives • Identify any vulnerabilities or worrying changes in behaviour • Know what to do if you have concerns about an apprentice or employee

  23. GO-7, 8 and 9 These questions relate to your college’s approach to Health and Safety. If you have a written policy this needs to be attached (at GO-9). You need to supply the name of the person with overall responsibility for H&S in the college. You need to demonstrate that your policy covers: • Apprentices in your care • Lines of responsibility for H&S in your college • How you will identify risks • Arrangements in place for key risks • Your procedure for accident or ill health of apprentices

  24. PC- Primary Contacts PC1 - 3: The person ESFA will contact regarding this RoATP application PC4 – 7: The person ESFA will contact for on-boarding. This will be the person responsible for managing the college relationship with ESFA. PC8 – 9: The person who will maintain the college entries on the ESFA Course Directory system

  25. DE-AP Application declaration In this final section you will be signing your application and committing to a number of things: • DE-AP1: an authorised signatory of the college • DE-AP2: suitable, true and accurate information • DE-AP3: all parties named have provided consent • DE-AP4: 5 day turnaround for further information • DE-AP5: ESFA using existing information on the college • DE-AP6: Work within the IfA Quality Statement • DE-AP7: Not on RoATP until on-boarding complete • DE-AP8: Any commercially sensitive information • DE-AP9: Signature (just entry of name)
