  2. CIP 102 Renters and Landlords • Step 2 of CIP What if the caller is a renter?

CIP Renter Criteria • If a caller is a renter, under no circumstances can CIP assist them without landlord or the property owners’ prior approval. • If a renter calls, and we do not have prior landlord approval, we will need their landlord to call in to 1.800.210.1940 and give the CIP representative verbal authorization before we can proceed with an application.

  4. Non Renters – But Non Owners • There are several circumstances where a resident does not rent, however they do not own the property either. In this instance, we always ask who is on the title or deed of the property. Although the holder of the title or deed may not be an actual landlord, we still need their permission to legally enter and work on the property. Below are some examples: • Jane and her husband are separated. Jane lives in the home, however her husband is the sole title or deed holder. We would need Jane’s husband to call the landlord line and give approval before we can qualify her for CIP. • Joe lives in his mother’s house. She does not charge him rent, but allows him to live there as long as he makes the house payment and keeps up the maintenance. Joe’s mother is the sole owner of the house. We would need her approval before we can provide Joe with CIP services. • Steve lives in his friend’s trailer in exchange for services or wok that he performs for his friend. But Steve does not own the trailer, his friend does. Steve’s friend would have to call the landlord line and give approval before we can qualify Steve for CIP

Renters who live with Landlords • There are some rules regarding renters or applicants living with homeowners that we have to follow. • If a renter lives with his/her landlord, the landlord must also qualify for LEAP for the renter to receive CIP assistance. • This means that the landlord or homeowner that resides in the home as well must either be included as a household member on the tenant’s LEAP application, or must have been approved for LEAP also. Example 1 – Joe rents a basement apartment that has a separate heating unit from the upstairs. His heating unit is not working and he was approved for LEAP. His landlord that lives in the upstairs portion of the house, does not qualify for LEAP. His landlord will have the sole responsibility of fixing the heating unit in the basement and Joe does not qualify for LEAP. Example 2 – Jane lives with her mother and applied for LEAP as a separate household. The heater is the home is non working and Jane wants CIP assistance to fix it. However, Jane’s mother was not included on Jane’s LEAP application and did not apply herself so CIP cannot fix the heater. ***If Jane’s mother had been included on Jane’s LEAP application as a household member or had applied for LEAP as a separate household, CIP would be able to help with the heater repairs.

  6. Landlords who won’t give approval or have additional questions Legally, a landlord is required to make any repairs to their rental property, however CIP will not deny someone service because the landlord cannot afford the repair. When a landlord calls the landlord authorization line, they hear a recording stating that they may be financially responsible or required to make a financial contribution if CIP completes the work. Additionally, on the call itself, we are required to get verbal authorization and ask the landlord why they are unable to make the repair themselves. There is no high pressure and it is not our place to make the landlord feel like they are responsible. But there may be times when they have questions or refuse authorization. Below will help you with those calls.
