  7. Action Plan to combat drugs 2000-2004 • To establish general guidelines for Union action to combat drugs and drug addiction • Coordination on common priorities • Balance between supply, demand and harm reductions • Policies based on scientific expertises and evaluations

  11. Limits and needs Networks are too specific Some actors are not represented Cooperation between local projects Not opened and no capacity to communicate Lack of human ressources No common space (competition) Financial difficulties

  12. Institution / civil society partnerships Based on money… Complexicity of the EU system Financing by project is unadapted The biggest projects are favoured Only administrative exchanges with EC No regular consultation

EFDP: What to do ? • to develop the exchanges, coordination and co-operation between all the actors involved in the European drugs policies in order to optimise the impact of the public policies and of the actions of the civil society. • The aim is not to promote a single policy but to encourage the exchanges between the different experiences and to promote the points of consensus
