(A Guide for Small Businesses) How do I identify which activity within the Federal Government buys what I sell? is one of the questions that the Small Business Specialist receives on a recurring basis. This guide was developed to assist small businesses in locating Federal activities (with an emphasis on Naval and NAVFAC Activities) that procure, on a routine basis, what the small business sells. As a start, access the Navy’s Small Business webpage at http://www.donhq.navy.mil/OSBP/ At top left side of the home page, is a listing of the Navy’s Eleven Major Contracting Commands.

  4. WHO BUYS WHAT I SELL? (A Guide for Small Businesses) Selecting (by clicking on) one of the Navy’s Eleven Major Contracting Commands will open a new window in the center of the page. This new window will provide a brief description of the mission for the selected Command, along with a list of the “Requirements” that the selected Command procures. The following screen was obtained after selecting Naval Facilities Engineering Command (NAVFAC). A similar screen can be accessed for each of the other Navy Major Contracting Command. Please note that the applicable Associate Director for Small Business, and their contact information is also included. For NAVFAC, the Associate Director is Ms. Veneece McNeley. There is also a hot link to the major command’s small business website.

  7. WHO BUYS WHAT I SELL? (A Guide for Small Businesses) Selecting the Small Business Link will open up the NAVFAC Small Business Webpage. There is a plethora of information available. A listing of additional Small Business points of contacts is available by selecting Small Business Contacts.

(A Guide for Small Businesses) Another tool that can assist in identifying activities that Buy What your Business sells is the: Federal Procurement Data System Next Generation (FPDS-NG). There are Reporting features within the system that can help you locate Federal activities that buy what your firm sells. FPDS-NG is: 1) The authoritative source for ALL federal procurement data; 2) Used to report on federal procurement spending; 3) The tool for putting transparency into contracting; 4) Available for use by any interested public party; 5) Located at https://www.fpds.gov/fpdsng_cms/

(A Guide for Small Businesses) In order to use FPDS-NG to perform searches or reports, you must register and obtain a user name and password. 1) Go to https://www.fpds.gov/fpdsng_cms/index.php to Register for a Public Userid. 2) Some Reports are Government Access Only. 3) The DoD data available under a Public Userid can not be seen for the last 90 days. 4) There are three Reporting Methods available in FPDS: eZSearch; Standard Reports; and Ad Hoc Reports 5) The following information is applicable to the eZSearch Reporting Feature only. User Guides and Frequently asked Questions are available on the FPDS website if you are interested in using the other reporting methods.
