  1. Orange County Board of County Commissioners Meeting September 24, 2013 Adoption Public Hearing: Transportation Element and Capital Improvements Element Amendments (Amendment 2013-1-C-TRAN-1)

Amendment Overview • Text amendments to Transportation Element and Capital Improvements Element • Updates transportation capacity, transportation concurrency, and impact fee policies • Revisions to Ch. 30 for concurrency are ongoing • Amendment would be effective in November • LPA recommended adoption on June 20

  3. Amendment Analysis • Available capacity in CMS from first threeyears of CIP to first year (effective October 1, 2014) • County has postponed several roadway projects based on funding • New flexibility for operational improvements to meet LOS • Designation of multimodal corridors to focus on transit and operational improvements (Alafaya Trail and Innovation Way)

Amendment Analysis (cont.) • Include updated list of roadway deficiencies: • Constrained facility cannot be widened due to ROW limitations, policy constraints, hydrologic features, etc. • Backlogged facility if LOS volumes exceeded and improvements not programmed for construction • Facility in Long Term Transportation CMS (LTTCMS) is included in 10-year CIS • LTTCMS commitment to meet LOS by tenth fiscal year (FY 2022)

Consistency with Comprehensive Plan Policies • Goal T1: Implement safe, accessible, financially feasible multimodal system • Policy T1.3.2: Maintain LOS with Capital Improvements Program • Policy T1.3.3: Consider all available funding sources • Objective T2.4: May address deficiencies using LTTCMS

  6. Action Requested ADOPT Amendment 2013-1-C-TRAN-1, text amendments to the Transportation Element and Capital Improvements Element, and an Ordinance consistent with today’s actions.
