FIREFIGHTING AND EMERGENCY-RESCUE OPERATIONS INCLUDE: Immediate dispatch of personnel and equipment Firefighting and Emergency-Rescue Operations Development of incident elimination plans Fire and accidents limitation and elimination Rescue Determination of methods, ways and means of firefighting and rescue operations First aid rendering to sufferers Transportation of sufferers to medical centers (hospitals) 6

STATE FIRE CONTROLINCLUDES: • Control in compliance with the rules and standards for fire safety design, construction, reconstruction, modernization and operation of sites • Control upon the manufacture, import, marketing and operation of devices, machines and equipment related to fire safety requirements • Participation in the State Acceptance Commissionsfor issuing building permits 7

STATE FIRE CONTROLINCLUDES: • Issuing certificates andcertification inspections of the sitesin compliance with fire safetyrequirements • Approval of projects and issuing statementsfor site commissioning • Conformity assessment ofconstruction products in compliance with the fire safety regulations 8

PREVENTIVE ACTIVITY PREVENTIVE ACTIVITY INCLUDES Population preparedness for prevention and actions in case of fires, disasters, emergencies and catastrophies Information-explanation activity among the population Specialized editorial-publishing and culture-information activity in the field of fire safety 9

  11. INFORMATION ACTIVITY INCLUDES : Planning, collecting, processing, analyzing, systematizing, usage, storage and delivery of information from the information funds. 11

FIRE SAFETY AND RESCUE RESEARCH INSTITUTE(FSRRI) • Elaboration of research and applied products • FSRRI is accredited • by the Executive agency • Bulgarian • Accreditation Service • to carry out test activities; • FSRRI is a regular EGOLF member since 2004 F S R R I • Survey of reasons and conditions which cause occurrence and spreading of fires, accidents and disasters • Preparation offire technical, physical,chemical and electrotechnical expert examinations • Elaboration ofmethods and tools for prevention and elimination of fires, accidents and disasters • Development of rules and regulations forprovision of population’s fire safety and protection • Testing for conformity assessment of products according tofire and emergency safety requirements 12

The Disaster Protection Act specifies FSR structural units as one of the basic units of the unified RESCUE SYSTEM. 17 17

ESTABLISHMENTOF FORCESFOR PARTICIPATIONIN EU CRISIS RESPONSE OPERATIONS CURRENTLY, THE FOLLOWING CREWS ARE ESTABLISHED FOR PARTICIPATION IN EU OPERATIONS AS A RESPONSE TO CRISIS: AS REGARDS POLICE ACTIVITY, 19 EMPLOYEES ARE INCLUDED FROM POLICE DIRECTORATE GENERAL AND THE ACADEMYAT MoI AS REGARDS BORDER POLICE ACTIVITY, 54 EMPLOYEES ARE INCLUDED FROM BORDER POLICE DIRECTORATE AS REGARDS POPULATION PROTECTION ACTIVITY, 25 EMPLOYEES ARE INCLUDED FROM THE FSR UNITS 19

IN FSRDG THERE IS A TEAM ESTABLISHED FOR PARTICIPATION IN THE EU MECHANISM FOR CRISISRESPONSE The team, consisting of 25 FSRDG’semployees, established for participation in EU operations as a response to crisis took part in extinguishing a large scale fire occurred in Refinery in Izmit : Turkey August 1999 20
