Carrier outreach/planning • Ongoing dialog with Local Exchange Carriers • Ongoing dialog with National Information Solution Cooperative (NISC) • Ongoing dialog with Dakota Carrier Network (DCN) • For collocated equipment • Bismarck / Fargo • Aggregation point for 9-1-1 call delivery from LECs operating in ND. • Pilot program being discussed to replace TDM with IP transport • Program would develop a model for ultimately transitioning all LECs to IP transport for 9-1-1 • Presentations on NG9-1-1 to the carrier community

GIS outreach/planning • GIS is CRITICALto achieving NG9-1-1 • Without good GIS, NG9-1-1 is not possible. • Please ensure you have identified an effective maintenance plan and resource for the added level of effort required! • 9-1-1 Association’s GIS Committee • Ongoing discussions with DOT, ITD, Tax Department • Required Layers for NG9-1-1 have been identified • Working to establish layer authority and responsibility • Who is responsible for maintaining each layer? • Who is responsible for aggregating each layer? • Who will provision the aggregated GIS data into the NG9-1-1 system?

  5. GIS outreach/planning • NDACo considering an end-to-end GIS Maintenance Service if necessary • Counties/Cities/PSAPs will drive that need • Pleasecome see me if you have questions!

  6. NG9-1-1 outreach • PSAP Visits • Visited 21 of 22 PSAPs thus far • Explain the NG9-1-1 Program • Answered NG9-1-1 questions and potential impacts • Gathered trunk/switch layouts (for transition planning) • Continued meetings with DCN / ITD / CenturyLink • Setting expectations

  7. NG9-1-1 planning • Phase I (2013-2014) • ESInet deployment, Legacy Connectivity and Data Centers • Phase II (2015-2016) • 9-1-1 Database Aggregation and NG9-1-1 Core Service Build-out • Phase III (2017 +) • PSAP / Originating Service Provider Migration and Long-Term Maintenance

Other notable Updates • FCC Legal and Regulatory Framework for NG9-1-1 Report and Recommendations to Congress released on 2/22/2013 • Talks about how states can position themselves well for grants moving forward • Good material for understanding NG9-1-1 current state • Cassidian is suing numerous NG9-1-1 Providers claiming patent infringement on U.S. Patent 6,744,858 • Seeking clarification…. • FCC also seeking comments • Rolette planning to “go-live” with 9-1-1 calls at the end of March
