Flight Training Membership • Flight training membership may be granted by the Board of Directors to persons who merit sailplane flight training under circumstances in which all or part of the expense thereof should be borne by the Association. Such membership shall be granted on such terms and conditions as the Board of Directors shall determine. No flight training member shall be entitled to fly club equipment solo unless he/she is a member of the Soaring Society of America. [See Part J of this Section 2]

  5. Part J. Youth Program Membership The Board of Directors shall formulate and approve a youth membership program ("Program"), which may be amended at any time by the Board of Directors, for the purpose of encouraging youths to become involved in soaring. The primary feature of the Program shall be the giving of flight privileges to such youths in return for work contributed to the Association, either instead of or in addition to the payment of reduced charges. Details of the Program, including any changes, shall be published by the Board of Directors. Youth Program membership may be granted by the Board of Directors to persons who meet the following requirements: • Are of an age specified in the Program. • Make application therefor on forms prescribed by the Association. • Agree to observe and comply with the requirements of the Program. • Agree to become a member of the Soaring Society of America. • Have parent or guardian approval of application (if under age 18) and acceptance of financial responsibility on behalf of the applicant.   6. Fallout Youth Program membership may be terminated by the Board of Directors for failure to comply with the requirements of the Program or conduct detrimental to the Association. In the event of involuntary termination of membership, a Youth Program member shall not be entitled to a hearing before the members pursuant to Section 4 of this Article iv. After first approval of the Program by the Board of Directors, no new flight training membership will be approved pursuant to Part C of this Section 2.

Entry Requirements: • Be between the ages of 13 and 22 and, if over 18, be enrolled full-time in college or trade school. • If under age 18, have written notarized approval of parent/guardian. • Agree to become a member of the Soaring Society of America. • Pay first year's membership dues ($100) – includes logbook and initial textbooks. • Have good grades and be in good standing at school/college/trade school. • Meet the following suitability requirements – • Have a minimum height of 60 inches. • Have a minimum weight of 100 lbs. • Have the strength to safely operate the airbrakes on both the Puchacz and the Grob G103. • In exceptional cases, the requirements of (a) or (b) may be waived if TSA is satisfied that lesser height or weight does not impair the applicant’s ability to operate a glider safely.

Ongoing Requirements: • Youth Member must log all hours worked, verified by signature of a TSA Flying Member. • Give aviation related presentations at school, church, etc. • Work actively towards earning private and higher certificates/ratings. • Youth members are expected to use higher certificates/ratings for benefit of TSA in form of giving Temporary Member rides, providing instruction, etc. • Take part in other TSA youth activities and demonstrations. • Remain full-time in school/college/trade school. • Pay membership dues of $30 each year (payable in October). • Continue to have good grades and be in good standing at school/college/trade school. • Remain active in the Program.

Accounting for Flying Costsand Work Done • All flying costs will be billed at normal TSA rates. • Work credit earned for time actually spent working will be billed at $10 per hour worked against flying costs billed. • Youth member has the option to maintain credit balance earned by working, or pay each monthly bill in cash.

General • Be subject to all the rules in the TSA Operations Manual. • No cash reimbursement of any credit balance. • Rules regarding payment of bills and effect of non-payment (TSA Operations Manual Part 4, Section D) the same as for other TSA members, including no tow if any bill is more than 60 days past due. • Upon reaching 22 years or ceasing to be enrolled full-time in school/college/trade school, whichever first occurs, Youth Member ceases to be a Program member, but is eligible to become a TSA Flying Member on payment of half the then existing initiation fee. • Presentations at school, church etc. do not count as work hours. • Qualified Youth members giving tows, instruction, etc. will receive normal work credit for time spent in such activities; no credit will be given for time undergoing flight training. • An existing Family Member may transfer to Youth Membership on meeting the Entry Requirements. A former Family Member who has transferred to Youth Membership is eligible to transfer back to Family Membership or become a TSA Flying Member provided he/she meets the age requirements therefor. If he/she has been a Youth Member for at least one year, he/she shall pay half the then existing initiation fee to become a TSA Flying Member.

General (cont’d) • Continued membership is subject to ongoing compliance with these Rules. • Applicants for membership are accepted on a provisional basis as follows – • Participation, contribution, cooperation and ability to fly are evaluated over the first 6 months after initial acceptance. If TSA finds, in the judgment of the Youth Program Coordinator, that the member fails to participate, contribute or cooperate in the Program, then his/her membership will be terminated. If TSA finds, in the judgment of the Director of Flight Operations and Training on the advice of the Chief Flight Instructor, that the youth member is not ready and able to assimilate flight instruction, his/her flight instruction will be suspended and he/she will be permitted to fly with a TSA Safety Pilot (not an instructor). • A Youth member whose flight instruction has been suspended may request re-evaluation at 6 month intervals to determine whether sufficient development and maturity has occurred to make him/her ready and able to assimilate flight instruction. If so the member will be assigned to a TSA Instructor to resume flight instruction. • After two evaluation cycles, or if the youth member attains age 16, whichever comes first, and is found not ready, his/her membership will be terminated. • The Program is limited to 10 members actively undergoing pre-solo flight instruction at any time.

  15. Outreach- TSA Youth Program Affiliated with Venture Scouting The TSA BOD has approved the affiliation of the TSA youth program with Venture Scouting Crew 703. This is an all-together different program than we have undertaken with scouting groups in the past. This is not a one time Saturday freebie glider ride, but rather serious long term youth members of TSA who are integrating scouting and soaring. The number of Venture Scouts joining TSA as youth members is limited.

  17. Venturing Scouts • Venturing is a young adult program of the Boy Scouts of America for young women and men who have completed the 8th grade and who are 14 through 20 years of age. There are four goals for young participants: • 1. To gain practical experience. • 2. To engage in program of activities centered on leadership,service, social activities, fitness, the outdoors, and citizenshipto encourage the development of the whole person. • 3. To experience positive leadership from adult and youth leaders andbe given opportunities to take on leadership roles. • 4. To have a chance to learn and grow in supportive, caring, and fun environment. • The Venture group will be planning ground school to build a base for developing their flying skills. All TSA youth members and students are welcome to attend these classes. Additionally, during the summer months there will be mid week flying and work days planned. These are open to all members and will create flying days when there would otherwise be no tow pilot scheduled. • All of these planned flying days will be advertised so all of our members have the opportunity to benefit and with a little luck we can all do more flying by taking advantage of our facilities being in operation for more days.
