  3. INTRODUCTION • Appreciation of philately is lowin Africa • Needs intensive promotion and development • Target young people • Small unit within Mails department • Philatelists not involved in promotion and development

INTRODUCTION (2) • Many countries in Africa and Eastern Europe targeted by fraudsters • Most members use printers and agents in Middle East, Europe and the USA • Low participation in international and regional exhibitions and training workshops • Limited information on members’ philately activities

  5. ROLE OF ISSUING AUTHORITIES • Understand UPU regulations on issuance of postage stamps • Put in place national law and regulatory framework • Understand the dignity of the stamp in relation to national heritage and culture

  6. ROLE OF ISSUING AUTHORITIES (2) UPU CONVENTION • Production and circulation to be done solely by Member Country or territory in accordance with UPU Acts • Manifestation of the sovereignty of the state and proof of prepayment of postage

  7. ROLE OF ISSUING AUTHORITIES (3) • Issuance and circulation in accordance with national legislation • Accessibility to all citizens of member countries or territories • Must indicate name of country or territory, face value in the currency of the issuing authorities

  8. ROLE OF ISSUING AUTHORITIES (4) • Emblems of state, official control marks and other relevant logos are protected by international Industrial Property law • Monitor and safeguard intellectual property and trademarks of the stamp and country

  9. ROLE OF ISSUING AUTHORITIES (5) • Close link to the cultural and national heritage of the issuing authorities • Contribute to peace and tranquility and avoid abusive tendencies • Avoid political slogans or any topic of an offensive nature in respect of a person or a country

  11. ROLE OF ISSUING AUTHORITIES (7) • Develop annual or periodic stamp production programmes • Adhere to UPU guidelines particularly with regard to registration of issues (WNS) • Publicize the programme and select reputable printers • Plan date of removal

  12. ROLE OF ISSUING AUTHORITIES (8) Avoid • Issuing of stamps without philatelic policy • Re-use of stamps with old values • Unprofessional printers • Absence of national legislation • Delegation of issuing authority to agents • Non-binding legal contracts with agents and printers

  13. MENACE OF ABUSIVE ISSUES • Pornographic materials • Feature foreign idols, pets, flora and fauna • Military equipments • Target countries with a history of civil strife • Use internet channels to market illegal issues • Take advantage of absence of regulatory or legal controls

CHALLENGES • Limited information on International legal and regulatory environment • Non adherence to UPU Convention • Lack of information on stamp production programmes • Lack of appreciation and understanding of the hobby/ foreign tag • Non participation in training and benchmarking activities

  16. OPPORTUNITIES • International/regional network-UPU, WADP, IFSDA, AGPPA • Young people, school/college clubs • ICT innovations and internet marketing • Corporate sponsorships/service stamps • The experience and inputs of stamp collectors

  17. RECOMMENDATIONS • Active participation in AGPPA • Undertake training of trainers programmes • Develop a pool of experts in Africa to develop philately • Share information on philately and abusive issues • End-to-end control of the value chain

  18. RECOMMENDATIONS • Regular media briefing on issuing activities and updates in websites • Destruction of old stocks • Clear and transparent stamp issuing policy for each member country
