      • 2% increase after adjusting base to remove add-ons, 1.5% increase for personal services plus $6.6 million for performance contracts

      • General Assembly appropriated 2.0% to personal services, no performance contracts; Governor’s vetoes reduced increase to 1.9% for personal services; some FY08 add-ons

  • Universities will benefit from increases for faculty and staff salaries, but many (public and independent) will miss Matching Grants
  • Community colleges will benefit from additional funds for Veterans Grants, but will miss Student Success Grants and additional funding for base operating and equalization grants
  • MAP shift to GRF gives FY07 increases greater permanence, but did not allow for an increase in awards or number of students served; nurses and nurse educators will benefit from loan repayment
  • SURS funding back to actuarially required level
  • New capital projects still uncertain, but very extensive capital bill and funding sources currently being considered by General Assembly
