  8. some competencies are ‘work’-oriented… others are ‘worker’-oriented A note of explanation…

  9. really, really matter… others often matter more Technical competencies…

  10. ‘wheat from the chaff’ Why?

  11. the demands placed on evaluators continue to expand… and the requisite competencies are daunting As mentioned by Kushner yesterday…

  12. theory, method, & practice The umbrella…

  13. roots, history, & approaches Theoretically knowledgeable…

  14. quantitative, qualitative, mixed-methods, & evaluation-specific Methodologically knowledgeable…

  15. One ‘tool’ is usually insufficient…

  16. maximize appropriate use Use-oriented…

  17. Modest… recognize the limits of knowledge claims… do not pretend to be ‘all knowing’

  18. Benevolent… well-meaning… not self-serving

  19. Virtuous… adhere to ethical and moral principles… culturally appropriate

  20. Able to impart information… tailored to audience… verbal, nonverbal, formal, & informal

  21. Proactive… foresee potential problems… act in advance

  22. Maximize cost-benefit… through project management… using available resources

  23. able to respond to uncertainty Tolerance for ambiguity…

  24. act on one’s ‘feet’ Quick-thinking…

  25. rather than a Rorschach test Able to provide the ‘bottom line’…

  26. able to accept criticism and respond appropriately Thick-skinned…

  28. In conclusion… Stevahn et al. — and others — fail to account for several important attributes of ‘high quality’ evaluators… nontechnical traits not duly considered in most taxonomies
