  2. ACKNOWLEDGEMENT OF COUNTRY We acknowledge and respect the traditional custodians whose ancestral lands we are meeting upon today. We acknowledge the deep feelings of attachment and relationship of Aboriginal peoples to country. Key Features – Permanent Teachers Permanent teachers in temporary positions appointed to ongoing positions in schools Generally no teachers will remain in temporary (PAT) positions for more than 12 months Teachers completing 7 – 10 year tenures remain in their school Teachers on extended leave will hold right of return to their school 4

  5. Key Features – Perm Teachers cont. Existing permanent teachers, providing not in first year of permanency, are eligible to apply for other teaching positions i.e. 3 year rule no longer applies (Note: Country PATS able to apply for country positions in 1st yr) Teachers in tenured leadership positions eligible to apply for permanent teaching positions 5

  6. Key Features – Perm Teachers cont. A new voluntary transfer process for teachers who have completed 10-year appointments at a school Teachers in Cat 1 & 2 and Country Zones 2-5 retain option to be considered for alternative placement 6

  7. Key Features – Perm Country Teachers New country guarantees – eligible country teachers guaranteed right of return to the metropolitan area New voluntary transfer option for country teachers who wish to relocate to a different country region 7

  8. Key Features – Employable Teachers Increased opportunities for new graduates, early career teachers and long-term contract teachers to gain permanent employment with DECS Process for conversion to permanency for eligible temporary teachers Temporary (contract) positions of up to 2 years 8

Key Features – Vacancy Process PAT Teachers are placed into ongoing positions where possible through a centrally managed process Permanent (ongoing) vacancies declared by schools in the first round will be released for advertisement Positions released for advertisement will be open to all teachers, both permanent and temporary (contract), who will be considered equally in the selection process 9

  11. OUTLINE OF THE 2012 PROCESS Note: Modified 2011/12 process due to late timeline. In 2012 an opportunity for an additional round of ongoing unfilled vacancies to be advertised for 2013 occurs. 11

ADVERTISED TEACHING POSITIONS Advertising allows schools the greatest opportunity to select their own staff whilst protecting the industrial rights and existing guarantees of permanent employees The Local Selection Panel comprises the Principal (or delegate) as Chairperson and a nominated AEU representative from the school

Both permanent and temporary (contract) teachers are considered equally for positions Eligibility Teachers who meet minimum DECS requirements by the start of the appointment Teachers in at least their second year of permanency Country scholarship PATs in their first year can only apply for country positions

INTRODUCTION Teachers requiring placement NEED to be included in the PTR Some teachers requesting an alternative placement MAY OPT into the PTR i.e. Eligible teachers who are: exercising a guarantee (country to metro) from Cat 1, 2 or Country Zones 2-5 and seeking metro placement for preferred sites only seeking alternative placement through a transfer

PERMANENT TEACHER REGISTER Teachers in country schools Guaranteed placement in a metropolitan school ICountry to Metropolitan Guarantee – eligible if: appointed prior to 1996 with 50 or more placement points and eligible service or appointed in or after 1996 and in at least 8th yr of continuous country service in Zones 4 and 5 or in at least 10th yr of continuous country service in Zones 2 or 3 (Zone 1to be confirmed), Placement in 25 secondary / 75 primary 35

COMPLETING A TENURED LEADERSHIP POSITION Important Commenced prior to 24/01/07 your placement rights are to either a country district or the metropolitan area, depending on the location of your last substantive teaching position Commencing on or after 24/01/07 you will be appointed to a position within 45 kms of where you commuted daily to the position OR if in the country and your position immediately prior was in the metropolitan area, then you may choose to be placed in the extended metropolitan area or within 45 kms of where you commuted daily to the leadership position

SPECIAL PLACEMENT AGREEMENT Teachers may apply for consideration of special circumstances at any time Teachers must complete a Special Placement Request (VL729) form and forward to Senior HR Consultants Required on an annual basis Teachers must include relevant documents to support their request (eg medical) In exceptional circumstances teachers may be granted a Special Placement Agreement for inclusion in the PTR
