  4. Limited human resources at the LIFE Units =>too many projects for the Units alone ... At the 2011 horizon, some 1000 projects are expected to be active LIFE projects cover a broad spectrum of themes The need for technical advises to evaluate project performances and output The need for a national/regional knowledge and physical presence The Monitoring Team: Why ?

  8. Monitoring and Assessment Includes: • Report/output evaluations (IncR,PR,MTR,FR,...) • Monthly reporting to EC on individual projects • Visits to projects at least once a year • Technical and on site verification • CP compliance • Ex-post monitoring missions (closed projects)

Assistance and advice to projects on reporting, Common Provisions appliance and other issues MoT acts as a ‘technical interface’ encourages exchange of experiences and stimulate creation of thematic networks But are advisors - the Commission is NOT bound by MoT opinions! Support to LIFE Beneficiaries

Assessment of Communication compliance with CP and Proposal duties Assist in liaising with other LIFE projects with similar objectives/themes => thematic networks Liaise with Communication Team for a wider dissemination of project’s information. Provides input for LIFE thematic brochures Communication support

Dealing with the Monitoring Team • It is always necessary to send to the Monitoring Teamcopy of all correspondencesent to the Commission (same documents, same annexes). • In case you need simple clarifications, it is better to send an email messageonly to the Monitor, without contacting directly the Commission. In case it is needed, the Monitor will involve the LIFE Units.

  12. Dealing with the Monitoring Team • It is advised to contact the Monitoring teamby email. • It is necessary to includealwaystheproject referencein the “subject” of the email messages, e.g.: • LIFE07/NAT/IT/000450 CENT.OLI.MED, • or LIFE07/ENV/IT/000388 CARBOMARK.

Dealing with the Monitoring Team • monitoring visits: • make sure thatall beneficiaries(at least the National ones) are represented; • prepare theneeded documentation(updated summary of expenses, timesheets, etc.); • in case of joint visits with the EC Officers, foresee press releases,invite the media, etc.

Dealing with the Monitoring Team • In case you foresee coordination meetingswith all beneficiaries(also the foreign ones) or public events (conferences, workshops, etc.) please inform the Monitoring team in advance, to verify the possibility to carry out a monitoring visit at the same occasion.

Dealing with the Monitoring Team • Please be reminded that the Monitoring Teamis not entitledto take any decision on behalf of the Commission (Art. 9.2 CP). • Please be aware thattravel or accommodation expensesbenefiting the Monitoring Team cannot be accounted for, as they are ineligible (Art. 26 CP).

  16. Always keep the Monitoring Team informed => contact them whenever you feel it is needed Always send one copy of everything that goes to the Commission to the Monitoring Team (see CP !) Send a draft copy of reports to the Monitoring Team But note - the Monitoring Team provides support; their approval does not mean acceptance by the Commission services!
