"Digital inclusion is not about computers, the internet or even technology. It is about using technology as a tool to improve skills, to enhance quality of life, to drive education, and to promote economic well-being across all elements of society. Digital inclusion is really about social inclusion, and because of this, the potential for technology to radically improve society and the way we live our lives should not be underestimated."

- Andrew Pinder (2004), Enabling a digitally United Kingdom: A framework for action.
