Economic Development Update Christian County Creating Entrepreneurial Opportunity Program (CEO): In 2014 CCEDC, TDA and GTCC in cooperation with development partners the City of Taylorville, Christian County and private citizens formed a steering committee to start a CEO Program in Christian County. The steering committee was headed by Dee Krueger and Ken Hart. The committee made the decision to move forward. The goal of the CEO Program is to enable high school students in Christian County to become self-reliant small business entrepreneurs who are capable of starting and operating a successful business and contributing long term to the local economy. Dick Adams was retained as the facilitator of the Christian County CEO Program for year two of the program. Nine students from four high schools: Taylorville, Pana, Edinburg and First Baptist Christian Academy completed the program in 2015. Eight students from two high schools Taylorville and Edinburg were selected to comprise the Christian County CEO class of 2016/2017 which began in the fall. 5

  7. Economic Development Update The Christian County CEO Program The Christian County CEO Program is overseen by a board of directors. Economic Development UpdateProjects Taylorville Business and Industrial Park: Taylorville Development Association (TDA) in cooperation with development partners CCEDC, Christian County and the City of Taylorville successfully exercised an option on property previously owned by the Hopper family as a new location for the Taylorville Business and Industrial Park. The property is off Routes 29 and 104. Estimated Phase 1 infrastructure development costs are $1.6 million. TDA has acquired sight mapping and cost estimates from Martin Engineering Company and has sold off a portion of the property to raise cash for matching grants. TDA has applied for a zoning change to the 47 acre site from C2 to I1. CCEDC and TDA have been working with West Central Development Council and Doug McDermand, consultant to assemble the Pre-Application for infrastructure funding through the Economic Development Administration (EDA). The Pre-Application is in the final stages of completion. TDA is continuing to identify sources for the 55% local funding share needed to ensure maximum competitiveness of the Pre-Application for funding through EDA. 8

  15. Economic Development Update Marketing Efforts: Developed one page marketing piece on the Taylorville Business and Industrial Park. Speaker on Economic Development- 2016 LEAD Program. Community Profiles Updates: Taylorville Pana Website: Development continues on the web site for CCEDC, www.christiancountyedc.co CCEDC is now on Facebook. Visit us at Christian County EDC. Partnerships/Affiliations: Rt. 29 Corridor: Attended meetings and provided ongoing technical assistance. Economic Development Administration: CCEDC and TDA have been working with EDA, West Central Development Council and others to assemble a quality Pre-Application to EDA through the Public Works Program for infrastructure funding for the industrial park. Submission of the Pre-Application to EDA is anticipated in the next few months. East Central Illinois Development Corporation: Provided economic development related and demographic information for Christian County. 15

Economic Development Update Consultant Profile: Illinois Development Council: 2001 IDC Distinguished Developer of the Year Award. 2004 Chairman of the Board. 2005 Immediate Past Chairman, Nominating Committee Chairman and member Governmental Affairs Committee. 2006-2008 Member Governmental Affairs and Marketing Committees. Consultant Information: Over 35 years experience in economic development,12 yrs in Christian County Served as Division Manager, Market Development for DCCA- managed a staff of 40 and a budget of approximately 2M. Co-authored the Illinois Business Retention Manual, drafted the Enterprise Zone Annual Report, assisted in writing the rules for the EDGE Tax Credit Program. Facilitated the Governor’s Task Force on Ownership Succession, and the Business Retention Task Force. 16
