County Initiatives • Presentation made to BCC 1/6/09 on Mayor’s proposed Economic Incentive Plan • Extend all building permits to 12 months • Reduction of impact fees by 25% • Defer impact fee payment until C/O • Suspend indexed impact fee increases • Delay scheduled updates to impact fees • Extend concurrency encumbrances to one year and capacity reservations to five years

Interim Procedures • Since last fall, staff has been working with applicants to • provide temporary extensions for Capacity Encumbrance Letters and Capacity Reservation Certificates • extend permits that are expiring The recent economic downturn has caused many applicants to lose funding for projects

Requested Board Action REQUESTED ACTION: Approve the interim procedures until such time as the Board approves the Economic Incentive Ordinance or October 1st, whichever is earlier The temporary extension of Capacity Encumbrance Letters and Capacity Reservation Certificates, and The waiver of payment of increased impact fees on Change in Use permits for existing structures, and The temporary extension of building permits from 6 months to one year.
