  2. Use of WBCi Tool (Q1 & 4) • To facilitate necessary discussion of the stakeholders in the budget and plan of action to implement the GSIYCF • Can in the process be an indirect form of advocacy to the implementation of the GSIYCF

  3. Target Group for the tool (Q2) • Government and all key stakeholders involved in implementing the GSIYCF

  4. Linking WBCi and policy assessment: WBTi (Q3) • Translation of the policy implementation strategies/plans to a budget through stakeholder costing process

  5. Tool for Development of the plan of action • Yes • The tool can facilitate the planning phase as it gives guidance on the key elements to be included in the planning process • It widens people’s thinking and common understanding of the budgetary process

  6. Use of the tool in the budget line- CHN budgets (Q 5) • It can be used to advocate for additional resources on the implementation of the

  7. Government (Q6) • Ownership through government involvement

WHO and UN agencies (Q7) • Government led discussion to the implementation • Use of the Human Rights framework to support and ensure implementation of the financial costing tool • UN needs to highlight the importance of conflict of interest issue (Article 44 of the global strategy and also WHA Resolution 65.6) • Promote through SCN- Reframing of the approach regarding the SUN
