Onslow CountyOn-Line Appeals Process Why Consider On-Line Appeals Process? • Citizen inquiries indicated that taxpayers desired to have capability to file electronically • Provide easier, open access to appeals process • Facilitate non-resident owners • Resort communities have many out of town property owners • Military presence – owners are deployed • Electronic record of appeal-less paper in office

  3. Onslow CountyOn-Line Appeals Process • Developed in conjunction with Informal Appeals during 2010 revaluation • On-Line form was developed and tested prior to mailing Value Notices

Onslow CountyOn-Line Appeals Process • Onslow website allows IT and Individual Departments to add/edit web content • Consulted with IT Department for assistance in developing a “fillable” form • Needed to have ability to send attachments, such as appraisals or comp sheets • On-Line form is similar to the paper Informal Review Form that taxpayers received in the mail (bottom portion of notice)

Onslow CountyOn-Line Appeals Process Pros and Cons of On-Line Appeals + Appraisal staff liked being able to receive and review the appeal files electronically + Information was available instantly - Difficult to organize and track-Subject line shows NBHD and Parcel # + Overall, very pleased with outcome and success of initial implementation

  6. Onslow CountyOn-Line Appeals Process • Laying foundation for electronic processes can lead to future process enhancements • Moving to digital presentation of appeals packets in next Board of E & R session
