  2. What We’ve Heard So Far • Want people home • Want to rebuild better, stronger • No adverse impacts • Need to work together • Some challenge getting people to engage • Some challenge in staffing these efforts

Positioning for Funding Most funders desire projects that are: • Consistent with community-engaged planning • Supported by many partners • Able to address cross-jurisdictional issues • Multi-objective in scope • Action/implementation-focused • Likely to succeed • And that address specific objectives relative to funding source (e.g., resilience, sustainability)

  4. CDBG Disaster Recovery Funds • Colorado received $62.8M and $199M • Obtaining input for 2nd allocation now • Infrastructure, housing, economic revitalization, agriculture and planning • Possible new programs (watershed)

  5. CDBG Disaster Recovery Funds • New guidance, policies: • Wildfire affected communities now eligible • Dollars allocated in stages (timing) • Consider costs and benefits of alternative investment strategies (e.g., green infrastructure) • Resilience performance standards • Comp risk analysis

Watershed Organizational Issues Goals: • Facilitate resilience planning on a regional, watershed basis • Provide ongoing organizational structure to: • Include all necessary partners • Solidify commitments • Maintain momentum • Receive technical and financial assistance • Identify a responsible fiscal agent to receive and administer grants

Organizational Issues: Membership Include all who need to work together to promote regional resilience planning: • Existing coalitions • Local governments (municipalities, counties, special districts) • Interest groups (e.g., Trout Unlimited) • Conservancy districts • Ditch companies • Private interests, landowners

Organizational Issues: Structure • Group of concerned people • Watershed coalitions (no formal structure) • Nonprofit coalitions (e.g., 501(c)(3)) • Lead agency with letters of support/commitment • Memorandum of Understanding • Intergovernmental Agreement • Create authority under Title 29 • New governmental entity (e.g., UDFCD) Increasing formality
