RARF Version 5 - two Phases • Phase I – March 21, 2012 – RARF Version 5.0 • Transposed the RARF form – resources are in rows • Phase I - Separated RARF into forms for Generation, Wind, Combined Cycle, Transmission, and Load Resources • Updated the Business Rules (Validation rules were re-prioritized, some new errors may appear that were not previously seen due to Warnings that caused some errors to be over-written) • Added new fields (Business Rules for new fields were not active) • Pre-populated RARF Version 5.0 forms were emailed to REs

What Changed in RARF Version 5.0/5.1? • Phase II – June 26, 2012 – RARF Version 5.1 • Activated the business rules on new fields (not enforced until October 1, 2012.) • Added the AGR tab to the Gen_Form_Pivoted.xls for NPRR437 “Allow Aggregation of Multiple Generators Into A Single Resource For Market and Engineering Modeling” • Separated out the 3 tabs “General and Site Information”, “GEN Load Split - ESIID”, “Private Network – Site” from the Gen_Form_Pivoted.xls, Wind_Form_Pivoted.xls, Combined_Cycle_Form_Pivoted.xls and built a new form General_Site_ESIID Information.xls” • Added a Non-Modeled Resource form

  4. RARF Version 5.1 Timing RARF Version 5.1 Timing: • Pre-populated, RARF Version 5.1 forms were sent to each Resource Entity on July 2, 2012. No immediate action is required. • RARF Version 5.1 validation rules on new fields became effective, but are not enforced until October 1, 2012. RARF Audit Reports reflect errors and warnings associated with all the new required data fields. • To the extent possible, existing RARF data was pre-populated in RARF Version 5.1 forms (except PUN Load Data, One-Lines, Transformer Test Data, Stability Study Model, PSCAD Model, Dynamic Data, Collector System – WIND, Collector System-Wind Seg Data and any new data fields that were completed prior to July 2, 2012.)

RARF Version 5.1 Submission • All Generation RARF Version 5.1 forms must be submitted together in a ZIP file. • Generation RARF package - ZIP file contains: • General_Site_ESIID Information.xls (new for RARF Version 5.1) • Gen_Form_Pivoted.xls (site code must be entered in cell B5 on the Unit Info – GEN tab) • Wind_Form_Pivoted.xls (site code must be entered in cell B5 on the Unit Info - WIND tab) • Combined_Cycle_Form_Pivoted.xls (site code must be entered in cell B5 on the Unit Info - TRAIN tab) • Non_Modeled_Gen_Form_Pivoted.xls (site code must be entered in cell B5 on the Unit Info – DG tab) (new for RARF Version 5.1) • Transmission_Form_Pivoted.xls (site code must be entered in cell B5 on the Line Data tab)

RARF Version 5.1 Submission (continued) • Load Resource package (LAAR) – separate ZIP file • LAAR Generation Package – ZIP file Contains: • LAAR_Form_Pivoted • Submission requirements: • Do not change RARF form names. • All file extensions must remain as .xls • For Generation Resources - name the RARF.ZIP file by site code. (Example: SITECODE.zip) • For Load Resources - name LAAR .ZIP file by DUNS. (Example: 111111111.zip)

RARF Version 5.1 Submission (continued) • As of June 26, 2012, all RARF submittals must be on RARF Version 5.1 forms • Two methods to submit • Through Internet MIS as Service Request (Preferred) • Through ERCOT Legal (mpappl@ercot.com, and cc: resourcereg@ercot.com) • Submitted by Authorized Representative (or backup Authorized Representative) of the Resource Entity • RARF Version 5.1 forms and Guide located on ERCOT.com (http://www.ercot.com/services/rq/re/)

RARF Processing • ERCOT Processing • Registration receives RARF and performs initial screening • Registration runs programmed business rules to ensure compliance with defined business rules and completeness of data • If passed, Registration communicates scheduled Model Load Date to RE submitting request by way of approval of the Service Request with notations of the MRD, based on Section 3.10.1, Timeline for Network Operations Model Changes • Model load date available on website (http://www.ercot.com/gridinfo/transmission/opsys-change-schedule)

  9. RARF Processing • ERCOT Processing (continued) • Registration uploads RARF to data base of record and notifies Network Modeling Group (NMG) • NMG reviews RARF for accuracy and ability to model • NMG or other downstream systems may have additional questions

RARF Version 5.1 – New Fields RARF Version 5.1 – New Fields: • In the email sent to each Resource Entity on July 2, 2012 with the pre-populated, RARF Version 5.1 forms, we included a file that lists added and updated data fields. • RARF_NEW_ AND_UPDATED_FIELDS.xls • Change Description lists all new and updated fields • Most updated fields were updates to the Business Rules • Shows RARF Form, RARF Tab and Data Field • States the Business Rules/Basic UI validations for the new and updated fields • Examples of new fields are as follows.

RARF Version 5.1 – New Fields Unit Info – Gen, CC, Wind tab: • Non-Modeled Generator • Transmission Only Date (POI) [Optional, required for addition of the generation site transmission equipment on a earlier Network Operations Model MRD than the resource] • Standard Generation Interconnection Agreement (SGIA) Signature Date • Unit Start Date (Model Ready Date) [Optional, required for new resource to be added to the Network Operations Model] • POI – Sub-Station Code/Sub-Station Mnemonic • POI - Voltage Level • POI - PTI Bus Number • Governor Droop Setting • Governor Dead-band • Design Max Ambient Temperature • Design Min Ambient Temperature

(Gross is required). • Reactive Capability Data Provided is from NDCRC Test Data? • If Reactive Capability Data Provided Is From NDCRC test Data Then Enter The Date On Which The Test Was Performed.

RARF Version 5.1 Action Items - by October 1, 2012 RARF Version 5.1 Action Items: • By October 1, 2012 Resource Entities must have a complete, ERCOT-approved RARF for each Resource site, including all new data. • RARF submittals must be on RARF Version 5.1 forms • Review and re-submit - PUN Load Data, One-Lines, Transformer Test Data, Stability Study Model, PSCAD Model (if applicable), Dynamic Data, Collector System – WIND (for WGRs), Collector System-Wind Seg Data (for WGRs), and any new data fields that were completed prior to July 2, 2012. • RARF Version 5.1 business rules on new data fields will be enforced beginning October 1, 2012.
