Case Study INCREASING GIRLS’ SCHOOL ENROLMENT IN EGYPT
Background of EEP: • Attempts at “education reform” in Egypt; • Low girls' enrolment rates;
EEP since 1996 in 15 governorates: 1997 : Fayoum/ Sharkayia 1998 :Qena /Behera/ Luxor PPMU 1999 : Aswan / Gharbia /Beni-suef/ Qualyobia/ Menia /Damietta 2000: Kafr El Sheikh/ Dakahlia / Ismailia / Sohag
EEP Program Covers Three Areas Area 1 Access & Equity Area 2 Quality Of Student Performance Area 3 System Efficiency
Community Participation Component (CPC): (EEP Area 1) 1.CPC contribution towards: • Increasing Access&Equity; • Improving MoE records & data collection;
2. Campaigns’ Framework: • Content is tailored . • Community leaders’ role; • Other stakeholders: schools, NGOs, CDAs , donors;
3.Implementation process: • Conducting local workshops; • Analyzing status quo; • Setting up a local strategy plan; • Contracting NGOs, CDAs; • Forming and starting teams;
4. Target areas : • High density & multiple shifts; • Poor & deprived areas; • Dropouts with focus on girls;
5. Challenges addressed : • Cultural traditions; • Lack / difficulty of access; • Family size; • Child labor;
6. Tools : • Subsidies; • Second chance education ; • Community participation in school management ;
7. Achievements & Impact from 1999 till 2004 : • 171 CDAs & NGOs contracted. • 1064 awareness campaigns; • 107,254 pupils subsidized ; • 24,764 returned dropouts; • 146 plots of land donated; • 15,000 pupils' fees covered by businessmen; • Dropout rates decreased from6.7 to 3.4%;
8. Follow on : • Follow up contracts; • Support of emerging entities; • Further facilities.
9. Future Vision : Expansion & deepening of the scope of community participation by: • Additional funds; • More sustainable community support; • Adopting the MoE education standards ;(as a measure of quality of education) • Supporting the formation of school boards of trustees ; • Integrating a school improvement fund;
