Nigeria's Proposals to ATU Meeting on WTSA, Durban SA, May 2012

Nigeria supports the implementation of resolutions on conformance and interoperability, encourages standardizing innovations from developing countries, and suggests Abuja as a testing center location. The involvement of academia, review of QoS KPIs, and declaration of telecom infrastructure as critical national infrastructure are also important. Further clarifications on the role of Vice Chairs and the review of outdated resolutions 18, 35, and 32 are desired. Harmonizing funding support and maintaining the status quo in mergers of study groups are additional proposals. Collaboration guidelines between different sectors are also crucial.

  2. We support and encourage the faster implementation of the Resolutions on “Conformance and Inter-operability” including that of the Radio Assembly Resolutions; In this regard we continue to offer Abuja as a Location for one of the Testing Centres. We support Resolution that encourages standardizing of innovations from the developing countries. We want to see continuing involvement of the Academia (as the Universities are prime drivers of research in new technologies). We want to see a review of Recommendations in connection with QoS KPIs taking into consideration developments in technology. We feel that some of the KPIs need to be reviewed as they may be outdated.

  3. We want New Resolution or Recommendation seeking to declare Telecom Infrastructure as “Critical National Infrastructure” that need protection. • We want more clarification in the role of Vice Chairs in (under Resolution 56). • We want to see Review of Resolutions 18 (which is outdated as 1990s material) and 35 (taking into account compromise text developed at RA (ITU-R Res 15), in essence improving participation commitment from elected leadership of Study Groups) and 32 on Electronic working methods to bring about things like video conferencing.

  4. Harmonization of funding support structure, such that : The main basis for awarding funding-support from ITU to developing countries should be on the basis of those that qualified for fellowships. • We want to support the maintenance of Status-quo in respect of Mergers of Study Groups [No need for merger as for now because the system is working 11/13 (SS7-Protocols n test/IP Future nets), and 9/16 (Cable TV BB)/Multimedia/DSL). • We want to support the work in the development of Collaboration Guidelines between different Sectors.
