Grading Policy • There will be 5 exams @ 18% • There will be a term paper @ 10% • Homework 0 : -5% • Participation is encouraged & expected. • Make-up exams with legitimate excuses. • Final grade is arithmetic sum of grades. • Extra credit for papers submitted before each exam, exploring content covered.

By the completion of the course, the students should be able to: • Recognize the construction industry environment including its characteristics, parties involved, legal structure, functions of management and the different types of construction projects. • Recognize the different activities involved in the development stages of construction projects. • Develop schedules for construction projects using the critical path method (CPM). • Perform cash flow analysis with and without advance payment. • Prepare Conceptual and detailed cost estimate for a construction project. • Recognize the basics of project control. • Recognize professional issues such as quality management, material management process, construction safety, and VE Methodology and Technique. • Understand professional and ethical responsibility.

Need Recognition needs to be translated into definite requirements. • Programming is the process of listing requirements that will help the designer translate words into graphics • Some projects are complex, or specialized that a consultant is used to delineate the programming requirements • Feasibility Studies respond to any or all of the following unknowns: • Economic Feasibility (most common) • Technical Feasibility • Social Feasibility • Environmental Feasibility CE 321 - Construction Management

  15. Bonds A bond is a guarantee from a responsible & able third party • Bid Bond: 1-2% of bid submitted • Performance Bond: 5% of Contract value • Advanced Payment Bond: 100% of advanced payment (5% of Contract value, not to exceed 50M) CE 321 - Construction Management

Bid Analysis • Bid Bond: Attests to the seriousness of the contractor’s bid • Responsive Bid: The bid should address project & owner requirements for quality and time. • Front-End Loading (Bid imbalance) : The process of increasing the cost of early completion components of a project or the unit cost of items with wide margin of error in quantity, without changing the overall bid price. • Any conditions attached to the bid (Ex: Owner supply of power) • Comparing bid with the Engineer’s Estimate CE 321 - Construction Management

  18. Bid Opening • Each organization forms a Bid Opening Committee • Functions: • Opens each bid submitted • Ascertains the presence of Bid Bond • Announces the name of bidder & bid amount • Announces alternate bid if present • Records each bid’s particulars CE 321 - Construction Management

Contract Award • Acceptance period ends with contract award. • NTP: Notice to Proceed is the legal Project Start and contractor access to project site. • Letter of Intent: Signals contract award when site access is delayed so the contractor can buy mat’ls & EQP, mobilize, and obtain bank facilities • If acceptance period ends without award, contractors can withdraw or amend their bids. Contract Changes • Time Extensions: Increases in project time for acts beyond contractor’s control • Change Order: Addition, deletion, or changes that impacts cost A/O time • Changed Conditions: Unknown sub-surface conditions. Contractors are awarded damages + time extension • Suspensions or interruption by owner, or Delays in submittal approval – Contractors are awarded damages and time extension, if impacting project completion • All changes to cost and/or time is done using a Change Order CE 321 - Construction Management
