Post-Inspection Construction Storm Water Pilot By Emily Chow US EPA, Office of Enforcement & Compliance Assurance (OECA)
Background • EPA Region I received the Best Practices Award from OECA in FY04 for its Post-Inspection Letter outreach effort • OECA will pilot the Post-Inspection concept nationwide • The pilot will focus on storm water inspections at construction sites
Focus of Pilot • Capture the ‘teachable moment’ and direct the inspected facility to a web site containing storm water compliance assistance information for construction sites • Help construction sites return to compliance quickly • Help construction sites go beyond compliance even if no deficiency is found during inspection
Implementation • OECA drafted a fact sheet and a construction storm water web site • EPA Regions will do the following: • hand out the fact sheet during inspections or mail it if responsible site official is not available • send post-inspection letters if not using the fact sheet • provide site contact information to OECA • OECA will survey recipients to determine success of pilot
Time Frame • OECA plans to launch the web site in late Spring or early Summer • Pilot will be implemented by EPA Regions through the end of FY07 • OECA will conduct phone and online surveys during the pilot • OECA will summarize findings in a report in FY08 • Based on success of pilot, OECA will determine if pilot should be extended to other OECA priorities in FY08 and beyond
