  1. AN EDUCATIONAL – PROMOTIONAL PROGRAM FOR WASTE MANAGEMENT AND ENVIRONMENTAL PROTECTION FOR A CITY X Vinko Vučić, Natalija Aceska

  2. GoalsPropaganda goals – affirmation of proper behavior with the waste and environmental protection within the framework of sustainable development as a life style i.e. creation of climate in public about the meaning and importance of environmental protection and recognition of its values and potential effects by the individuals and groups that are interested in.

  3. Marketing goals– acceptance of the educational propaganda program for treatment of waste and environmental protection by the city/Local Self-Government and by the wider public as well as by all relevant actors and their active work involvement (direct or indirect) and their participation in resolution of the set tasks and living by its principles. In that sense, short-term goalunderstands raising the awareness and sensibility of the public (different society groups) about the problems regarding the waste and the environment, and at the same time, its understanding and acceptance of the messages and information directed by the Local Self-Government. The long-term goalunderstands making the public skillful (different society groups) for participating into the processes of decision-making in order it the public to become a partner in the resolution of the key problems regarding the environment. .

Target groups • bodies of the state administration • local self-government, • population that lives nearby location where the waste is deposited or some other structure for waste management which additionally is to be built and similar • economic unit • experts of different profiles • scientific institutions • upbringing-educational institutions • means for public informing • non-governmental organizations • political parties • financial institutions • possible future investors • individuals that are influential in forming the public opinion • public in the narrow sense (citizens) and in the wider sense (state citizens) • factors of the international community • and others.

  5. StrategyWhat is to be communicated/educated?Who is to be communicated?Who are the individuals that are thecommunicators/educators/promoters?How to communicate/educate/motivate?When and where?

  6. The following measuresare proposed within the framework of strategy:1. A Coordinative Body to be formed within the Local Self-Government – Council for Upbringing and Education about the Environment and Motivating the Environmental Protection and Sustainable Development;2. Full, correct and on time informing of the public about the condition of the environment as well as about all other relevant activities and achievements of the Local Self-Government and other factors regarding the plan of waste management, environmental protection and sustainable development;

Public databases about the waste and the environment in firms on the level of Local Self-Government to be established and to be connected (put in the network) to the Central Database of the Local Self-Government; 4. A Center for Upbringing and Education about the Environment and Promoting the Environmental Protection and Sustainable Developmentto be established. This Center is to be a carrier of the activities in this field within the Local Self-Government; 5. Continuous motivation about the environmental protection to be provided through the firms (all of them) within the Local Self-Government in the context of their activities;

Partnership relations with the other interested factors (state administration, scientists, professional and educational institutions, economy, associations, individuals and others) to be established and they to cooperate in joint educational propaganda projects for waste management and environmental protection as well as, in this respect, all good ideas and initiatives to be motivated and supported; 7. Systematic and complete qualification of the Departments within the Local Self-Government for decision-making regarding the development connected to the waste management and environmental protection to be provided as well as for qualified communication within the processes of decision-making; 8. Inquiry of the public opinion to be conducted in certain periods of time;

Center for Upbringing and Education about the Environment and Promoting the Environmental Protection and Sustainable Development Strategic directions within the scope of work of the Center will be: 1.To motivate lifelong education about the environment; 2. To create feeling of responsibility about the condition of the environment from local up to global level; 3. To provide recognition of the problems regarding the waste and environment as its own problems and to motivate undertaking of real measures; 4. To provide correct, complete and on time information; 5. To support the principles of sustainable development; 6. To support the partnership of all relevant factors and to use all available resources; 7. To research the most efficient approaches in the upbringing and educating about the waste management and environmental protection and the way of their application;

  10. The primary tasks of the Center would be development of the system of education about the environment and development (change) of the awareness about the environment. That means: ●To prepare programs, methods and forms of work for education of all society groups and the realize the work; ● To prepare and to realize programs/campaigns for support of environmental protection and achieving of systematic and permanent communication with the public; ● To motivate positive approach, democratic dialogue and partnership (team work) in order the trust to be built i.e. finding agreement for solving the problems with the waste, environment and sustainable development;

Chosenmethodsand formsof work will depend on the goals, target groups and available means, and they can be: ●lectures, ● presentations, ● seminars, ● workshops (simulations – role play, discussions, debates, work in thematic working teams and other.), ● demonstrative exercises, ● display throughout models, ● consultations – in groups and individual, ● "open days", ● thematic excursions, ● excursions and other.

  12. Communication with the public can be realized through: ●Public debates ● Round tables ● Professional gatherings ● Organized manifestations ● Surveys ● Exhibitions ● Television and radio broadcasting ● Daily newspapers ● Magazines, professional magazines, ● Bulletins ● Books and other publications, ● Conferences for journalists, ● Own web site outdoor propaganda means, ● Rewarding games, ● Direct contacts, ● Propaganda campaigns ● and other modes

The activities ●Acceptance of educational propaganda program for waste management within the framework of environmental protection at the Local Self-Government by the authorized bodies of the Local Self-Government and provision of means for its realization; ● Presentation of the program to the public; ● Foundation of a city professional body - Council for Upbringing and Education about the Environment and Motivating the Environmental Protection and Sustainable Development; ● The spokesman to be appointed by the Local Self-Government; Foundation of Center for Upbringing and Education about the Environment and Promoting the Environmental Protection and Sustainable Development and provision of the fastest start as possible to be operative;

  14. ●Foundation of Center for Upbringing and Education about the Environment and Promoting the Environmental Protection and Sustainable Development and provision of the fastest start as possible to be operative; ●Acceptance of the propaganda programs for waste management and environmental protection of surrounding of firms owned and under authority of the Local Self-Government; ●Connecting up with the other interested factors (state administration, scientists, professional and educational institutions, economy, associations, individuals, and others) and partnership cooperation on joint educational-propaganda projects and programs for waste management and environmental protection as well as motivation and support of all good ideas and initiatives in this respect;

  15. ● Public Database to be established in the firms owned and under authority of the Local Self-Government; ● Conduction of all program activities to be provided; ● Continuous check up of the application and effects of the informational-communicational, educational and propaganda activities as well as the changes and addition of the program.
