Context • Lack of data leads to limited knowledge of the externalities and resulting absence of effective interventions to address challanges. • Policy modelling can only be effective from a genuinely interdisciplinary approach where network science, data collection and effective regulation would come toogther to address the threath of climate change. Purpose of data collection • Data collection should not be for collection sake • Data collection is to be relevant to the goals to be achieved • Data should be the basis for the elaboration of policy, monitoring and implementation of the same. WSIS +10 Geneva 2014
Regulators Role The Regulator should be the facilitator for data collection and dissemination. He/she should ensure: • That the required data, where possible, be made a requirement of the regulatory framework; • Collection of data is done in a format of interoperability and sharing; WSIS +10 Geneva 2014
Data collection The data to be collected would be of severaltypes; • Climate change indicators, including greenhouse gases, wheather & climate, snow, ice & rain, temperature and ecosystems; • Geo-spatial data for mapping of hazard areas and potential zones of risk • Environmental data; river & dams levels, e-waste WSIS +10 Geneva 2014
Conclusion The Regulator role should be one of a faciltator ensuring that the relevant data is collected and disseminated in a safe and secure fashion. The Regulator should also engage with all stakeholders to ensure that simulation is a part of the data collection cycle to provide feedback and test the validity of data collected.
