  1. Trends & Issues Affecting LD Response to Intervention (RTI) Identifying LD in High School Inconsistent Requirements and Laws

  2. What is Response to Intervention? (RTI) WHY: RTI was created to help students, parents, and professionals more accurately identify Learning Disabilities in students age 6-21. WHAT: In RTI, educators use increasingly intense, researched-based interventions to accelerate students’ rate of learning as soon as a problem is identified; only if all the efforts of RTI fail is a label of disability considered.

  3. Issues with RTI ? First, some professionals are concerned that RTI may not adequately and fairly address the diversity of students who may have a Learning Disability. RTI may under-identify certain populations of students (e.g. gifted and talented with LD). Conversely, RTI may over-identify students who live in poverty or High risk situations.

  4. Other Issues with RTI • For How long should an intervention be implemented before it is determined to be ineffective? • How often and for how long should students receive tier 2 and tier 3 interventions (link to tiers of RTI) • Which research-based intervention should be used at each tier? • Is a three-tier model the best approach, or might four-tier or other models, as being designed in some states, be more effective?   5. Potential of RTI Response to Intervention has the potential to significantly change how students who struggle to learn receive their education. Ideally, it will help prevent over/under identification of Special Education students. In addition, RTI is an indirect mean of ensuring high-quality instructional practices for all students.

  6. Problem with Identifying LD in High School? * Critics claim that students with late identification are hoping to take advantage of testing accommodations for ACT/SAT and to parlay a disability label into special treatment while they attend college. * The later LD is identified in a students life, the less likely they are to make big gains in closing the student achievement gap.

  7. Inconsistent Requirements and Laws Governing Disabilities • College and Universities across the U.S have inconsistent documentation, requirements, and standards related to Learning Disabilities. • There are many differences in the laws governing k-12 education system vs. the higher education system Both Issues can greatly affect the success of students with learning disabilities

  8. In a Nut Shell Important issues currently facing the LD field are: a) the validity of RTI as a method for identifying the presence of a learning disability b) whether high school and college students should be identified as having a learning disability for the first time
