  9. Maverick Bars Issue: • The Maryland State and Anne Arundel County Fire Prevention Codes prohibit the use of such devices on exit doors when the structure is occupied. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  10. Maverick Bars • It has long been this Office’s stance that devices such as slide bolts, chains, padlocks, tie-back bars, keyed deadbolts, etc. are not permitted for use regardless of whether the building is physically occupied or not. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  11. Maverick Bars • Of great concern is the unreliability of the occupants to physically remove or disengage such devices when the building is occupied,… Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  12. Maverick Bars • … and a greater concern is for the safety of firefighters who may enter the structure for fire operations after normal business hours. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  13. Maverick Bars All You “Closet Fire Marshals”, Pay Attention Now… The Fire Prevention Code: • Doors shall be arranged to be opened readily from the egress side whenever the building is occupied. Locks, if provided, shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side. (NFPA 1: 4-1.9.1; 101: 7.2.1.5.1[00 ed]) Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  14. Maverick Bars • A latch or other fastening device on a door shall be provided with a releasing device having an obvious method of operation and that is readily operated under all light conditions. 33. Maverick Bars But what about the Fire Code? • After thorough review and recommendations by the Maryland State Fire Prevention Commission, the Maryland State Fire Marshal’s Office has entered into an agreement with Best Buys to permit use of the “Maverick Bars” within the following guidelines: Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  34. Maverick Bars • If at any time Best Buys fails to perform as required, permission will be revoked. • Any time that the structure is occupied, regardless of the number of occupants, the bars must be removed from all doors. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  35. Maverick Bars • Bars must be removed from all doors immediately upon the first person entering the structure. • Once removed, the bars must be kept in a secure location. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  43. Maverick Bars Exterior forced entry techniques: Ingress through doors with advanced security arrangements require properly trained and equipped personnel. Without an appropriately equipped, well-trained and adequately staffed truck or squad company, access through adjacent horizontal or vertical openings may be more effective and timely. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  44. Maverick Bars There may be occasions, however, which dictate the need to force entry through such doors. Examples include: a lack of adjacent or appropriately located openings or entry points; the need for a specific, controlled horizontal ventilation point; or the possibility of civilian or firefighter rescue. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

  45. Maverick Bars All you Truckies, wake up and pay attention! Personnel may be able to identify doors with permanently added security features through familiarization and a quick examination of the exterior of the door. Anne Arundel County Fire Marshal Division Code Enforcement Bureau
