  3. What is the IAP? • A program that will remotely monitor heavy vehicles to ensure they are complying with their permitted operating conditions • Ensuring they operate how, where and when they should • Compliance tool that uses a combination of in-vehicle telematics & GPS technology

  11. GNSS in a Regulatory Tool • Using data as a key element of the evidence of an event having occurred • Need to clearly demonstrate: • What has happened • The overall system is trustworthy • Achieve this via a layered solution: • Technology • Procedures • Regulation

  12. Technology • Standard GNSS service • Collect time series data with quality indicators • Type-approved in-vehicle unit (IVU) • Significant focus on monitoring/reporting IVU status: • Wide range of event alarms that flag potential malfunctions or tampering

Procedures • TCA runs a certification program … • Prove candidate Service Providers can provide the necessary level of service • … & an ongoing audit regime • To ensure certified Service Providers continue to deliver the necessary level of service • Jurisdictions assist TCA by providing independent information on vehicle behaviour

Regulation • Supporting legislation in place in most States • Queensland since May 2008 • Covers: • Duties and obligations Transport Operators, Drivers & Service Providers • Protecting personal privacy • Functions, powers & obligations of TCA and its agents (IAP Auditors) • Penalties for tampering
