  3. A Growing Financial Crisis • France spent more than it made in the late 1700’s. • France took out large loans to: • finance its war with England • fund government operations

  4. A Growing Financial Crisis 1788 income expenditures • 50% = interest payments • 25% = military expenditures. • 6% = extravagant lifestyle of the king at his court at Versailles.

  5. A Tax Hike • Only way out – TAX!!! • Could only tax peasants – clergy and nobility exempt. • Poor harvests – high bread prices • Still had to pay taxes • Peasants starved • Taxes kept being raised

  6. The King’s Plan • King Louis XVI came up with a plan to reform tax laws. • Remove some exemptions – tax land • The wealthy resisted • King had to call the Estates General

  7. The Estates General • King Louis XVI called Estates General in 1788 in order to solve the financial crisis • Estates General • A medieval representative body • Had not convened since 1614

  8. The Estates General • It divided France into three orders or estates: • clergy [First Estate] • nobility [Second Estate] • commoners [Third Estate].

  9. First EstateThe Clergy • Top – Nobility • Lower - peasants • 100,000 members • .4% of the population

  10. First EstateThe Clergy • Owned 6% of the land • Paid no land tax • Received tithes of 10% of worker's income • Paid no taxes • Controlled education.

  11. Second EstateThe Nobility • Position was based on birth. • 400,000 • 1.6% of the population • Varied greatly in wealth.

  12. Second EstateThe Nobility • Controlled almost 20% of the land • Had all government positions = government income • Were exempt from most taxes • Collected feudal dues from peasants.

  13. Third EstateThe Rest • Everyone else • 24 million- • about 98% of the population.

  14. Third Estate Bourgeoisie • merchants • professionals • manufacturers—wealthy - 20% of the land, some education. • Resentful of no political voice or social standing and heavy taxation.

Experiencing the French Revolution: Stage I Assign students roles for the first stage of the French Revolution King Louis XVI Queen Marie Antoinette Controller General 5 Members of Clergy 4 Noble Lords Peasants Tell students that they will remain in these roles for the duration of the simulation. Tell students that they will be receiving a participation grade for each day of the simulation and the participation grade will be based on how well they represent their particular role It will also be based on if they actively participate in the presentation or not- no slackers! Project slide that shows how the room should be set up and were each member should stand or sit. Assist students in getting the room set up. Make sure that peasants are sitting on the floor, nobles on top of desks, King and Queen in position at the front of the room. Activity Peasants produce food - Students will reproduce the corn token from their instruction sheet to a piece of paper and then cut these out. Each token must be an exact replica of the one on the paper. Circulate and monitor to see that students are accurately reproducing the tokens. They should do this for at least 15 minutes or until the peasants begin grumbling. Encourage the nobles to push the peasants hard. The rest of the class can relax, talk, and even play cards. Peasants pay taxes- After students have produced corn have the lords collect and count all of the tokens The clergy will circulate and collect 10% of the food tokens Controller-General will collect 50% of the food tokens from each of the lords for the government Collect 75% of these tokens as “Governmental Expenditures” Do this only if the King and Queen will end up with more than the nobles will. The Lord of the Manor will keep 50% of the remaining tokens He will then evenly distribute the rest of the tokens to the peasants Controller-General makes emergency announcement Debrief and Lecture Have students put the desks back in place. Hold a class discussion over the following questions: How did it feel to be in each role? How does it feel to be forced into a role with little choice? Who had the most power? The least? What might be some advantages and disadvantages to organizing society in this way What should be done to help the situation? Present Power Point lecture over first stage of Revolution
