Link 16 Pulse Deconfliction Requirement • US Frequency Clearance Agreement (FCA) * • Requires that DoD manage Time Slot Duty Factor (TSDF) in a geographic area • 100% in 100Nm • 400% in 200Nm • Policy for Link 16 Pulse Deconfliction is documented in Chairman of the Joint Chief of Staff Instruction (CJCSI) 6232.01 “Link 16 Spectrum Deconfliction” • Link 16 Pulse Deconfliction Server (LPDS) - Tool used to ensure Link 16 operations are compliant with geographic area limits defined in FCA * Also known as Certification of Spectrum Support

Link 16 Deconfliction Compliance Process • Authorized users schedule events/operations in LPDS • LPDS calculates total TSDF scheduled and determines if compliant with geographic area limits. • If compliant, operation is scheduled • If not compliant, user must initiate a temporary frequency assignment (TFA) and operation is entered as pending • Navy and Marine Corps Spectrum Center (NMSC) and FAA must provide an approved TFA for operation to be scheduled

Link 16 Pulse Deconfliction Server (LPDS) • Supports the deconfliction process. • LPDS Software under configuration management: • Integrated Product Team (IPT) • Configuration Control Board (CCB) • Current software version is V1.1 • Web-based tool that provides TSDF compliance verification • Calculates TSDF of scheduled events/operations in pre-defined Joint Operating Areas (JOAs)
