DOE’s Technical Assistance Program (TAP) supports the Energy Efficiency and Conservation Block Grant Program (EECBG) and the State Energy Program (SEP) by providing state, local, and tribal officials the tools and resources needed to implement successful and sustainable clean energy programs.

What is Portfolio Manager? • Free, web-based tool for benchmarking existing buildings • Provides benchmarks for all commercial buildings, including: • ENERGY STAR energy performance score (1 to 100) for eligible buildings, and • Normalized energy use intensities (EUI) for all buildings • Facilitates applications for ENERGY STAR certification and Leaders recognition

What is EPA’s Energy Performance Rating Scale? • 1 to 100 score for existing commercial buildings • 50 = national average • 75 = qualification for ENERGY STAR certification • Normalizes for weather, operating hours, occupant density, plug load FAQ: Do buildings added to the tool affect the 1 to 100 scale? Performance of buildings added to Portfolio Manager does not change the rating scale. Rating scale is based on a national survey of commercial buildings.

Data Entry Options • Single Building Manual Entry • Enter benchmarking information into Portfolio Manager. • Bulk Data Upload • Upload large sets of data in Portfolio Manager using an Excel template. • Automated Benchmarking Services • A framework for exchanging data using web services between the EPA’s rating system and third parties.

Building Import Templates • Mass Import Template • For initial import of 10 or more buildings of the same type (e.g. 10+ offices, 10+ schools) • Specific Excel template for each building type • Multi Facility Meter Update • For meters already in PM • Users select # of meters and months to update • User uploads completed spreadsheet in PM and receives email when meters are updated

  19. Automated Benchmarking System (ABS) A web-based data exchange between EPA’s Portfolio Manager and third party systems. Third parties IT teams develop a system to exchange data based on the data exchange rules. • Third parties send customer data to EPA. EPA sends back benchmarking results. • Customer can view benchmarking results in third party tool or Portfolio Manager.

  23. Is Building Eligible for Score? Buildings to be scored require more detailed info • Score eligibility rules: • Must be > 5,000 sq ft (except hospitals, bank branches, data centers, and houses of worship) • Floor area of “Other” space (e.g. library, restaurant) cannot >10% of the total area • >50% of the floor area must fall under one eligible space type

Reporting Timeline • Grantee should begin benchmarking now and ongoing • Reporting happens at specific times • Select specific baseline to compare to recent/current period • Set baseline at month/year of retrofit completion • Score / energy intensity can start to show change within a couple months of project • Full effect of project is reflected 12 months after project completion

Next steps • Hold a benchmarking kick-off meeting • Consider incorporating Portfolio Manager benchmarking into current commercial building efficiency projects to promote transparency and accountability. • Work with your organization’s facility or energy management department to benchmark public facilities to show leadership in the state/city/community. • Complete a DOE technical assistance request for additional support needed to incorporate benchmarking into projects.
