The Players Millennium Commission (a lot of) The Money Berkeley Homes (less than originally hoped for of) The Money Portsmouth City Council (PCC) Client for the inspired harbour regeneration initiative Elected Members Officers John Mowlem (now taken over by Carrillion) Main Contractor Heritage Leaseholder and Operator Designers Concept by Hedley Greentree Architects and Leonhardt Andra Realisation by Scott Wilson, Halcrow, Gordon Merrett and others Project Management Team PCC initially PCC / Mott MacDonald to complete the project Journalists Portsmouth’s “The News” Telegraph, Guardian, BBC, local radio etc; and that man from the Times… The People of Portsmouth (the shortfall in) The Money The long term beneficiaries

  3. The PM’s Three Masters: The “it’s all about me” approach to soft risks: Soft: The Client Risk: client sits in a complex web of relationships Squidgy: The Project Aims Risk: many other agendas Hard: The Contracts Risk: the hard systems mess up the soft systems Which takes priority ?

  4. The Plan Engender hope. Provide reassurance, keep everyone at the table. Time the decisions for best effect on the people: If deciding later reduces soft risk, find a way to postpone the decision (and vice versa). Tell people what their risks and your risks are. Keep smiling. (The above is project specific – make your own list !)

  5. Why Break Ranks ? Not understanding the impact on the project Not prioritising the project's interest Not caring about the project Being opposed to the project A perceived impasse

What the Players Did: Changed enough things to move forward (2001 to 2005) Tolerated the problems Tolerated each other Developed scenarios Illustrated to each party their risks Kept talking Finished the Tower (October 2005) Opened it: Ticket sales !!! Negotiated their various settlements (2006 to 2010) in that order
