  4. How we would like to see this achieved… • Regulatory framework • Reliance on market forces and commercial negotiations • Industry consultation and participation • Industry self-regulation • Regulatory review • Avoidance of unnecessary delay • Non-discriminatory decision making

  5. Regulatory framework • Clear and transparent framework • Light handed approach towards regulation • Minimum regulatory requirements designed to prevent and deter anti-competitive behaviour

Reliance on market forces & commercial negotiations • Operation of market forces more effective means of promoting consumer welfare and delivering consumer benefits • Allow market forces to operate unfettered by unnecessary regulatory intervention • Emphasis on commercially negotiated outcomes

  7. Industry consultation & participation • Consultative approach to telecoms policy making • Encourage interest in policy issues and participation from industry • Opportunity to provide constructive inputs to assist in policy deliberations

  8. Industry self-regulation • Momentum from industry consultation provides evolutionary step towards greater industry self-regulation • Players more aware of and involved in issues facing industry • Role in and responsibility towards shaping the future destiny of the industry

  9. Regulatory review • Timely review now with the introduction of full liberalisation in Singapore • Periodic review to ensure level of regulation matches and keeps pace with the market • Regulatory review on annual basis at a minimum

  10. Avoidance of unnecessary delays • Desire to adopt timely & efficient decision making process • Should not be at expense of fully informed and considered decisions • Specified timeframes should only act as guidelines

  11. Non-discriminatory decision making • Non-discriminatory approach to and accountability in decision making • Decisions should reflect relevant differences between licensees and categories of licensees

Supporting IDA’s Goals… • Promoting efficiency and international competitiveness of info-comm industry in Singapore • Ensuring services are reasonably accessible at performance standards which reasonably meet social, industrial and commercial needs • Promoting & maintaining fair & efficient market conduct and effective competition
