  1. The Innovative Bridge Research & Construction Program (IBRC) • Transportation Equity Act for the 21st Century, Created: • Section 503 of Title 23, Chapter V-Transportation Research http://ibrc.fhwa.dot.gov

  2. TEA-21 IBRCProgram Information Available @ • TEA-21 Legislation • Annual Solicitation • IBRC Program Guide • Project Database • FHWA Contacts Http://ibrc.fhwa.dot.gov

  3. The Innovative Bridge Research & Construction Program (IBRC) • Innovative materials for highway bridges • Demonstration projects • Performance monitoring • R&D + Technology transfer Key Program Features http://ibrc.fhwa.dot.gov

  4. TEA-21 IBRC Program Primary Goal Development and demonstration of new, cost-effective, highway bridge applications of innovative materials

  5. TEA-21 IBRC 7 Program Goals • New, cost-effective innovative material highway bridge applications • Reduction of maintenance costs and life-cycle costs of bridges, including the costs of new construction, replacement, or rehabilitation of deficient bridges;

  6. TEA-21 IBRC 7 Program Goals (Cont’d) • New nondestructive bridge evaluation technologies and techniques. • Engineering design criteria for innovative products and materials for use in highway bridges and structures;

  7. TEA-21 IBRC 7 Program Goals (Cont’d) • Construction techniques to increase safety and reduce construction time and traffic congestion; • Highway bridges and structures that will withstand natural disasters, including alternative processes for the seismic retrofit of bridges; and

  8. TEA-21 IBRC 7 Program Goals (Cont’d) • Cost-effective and innovative techniques to separate vehicle and pedestrian traffic from railroad traffic;

  9. FHWA Strategic Plan Goals • Safety • Mobility • Productivity • Human & Natural Environment • National Security

  10. Mobility Mobility - Continuously improve the public’s access … through preservation, improvement, and expansion of the highway system … Performance Indicators Improved Condition of NHS & Non-NHS Bridges

  11. Targets for Elimination of Deficient bridges

  12. Productivity Productivity - Continuously improve the economic efficiency of the Nation’s transportation system to enhance America’s position in the global economy Performance Indicators Reduced 1st Cost & Life- Cycle Costs (of Highways & Bridges)

  13. IBRC Program Supports FHWA Strategic Goals By Deploying Innovative Materials That Result In: More Durable Structures Less Frequent Maintenance & Rehabilitation Projects Shorter Work Times for Improvements Improved Load Capacity @ Lower Cost Lower Costs - Capital, Repair, Rehabilitation

  14. TEA-21 IBRC Eligibility • Funds are available for bridge projects that demonstrate an innovative materialapplicationand meet one or more of the seven program goals listed in Section 503(b)(2) of Title 23 • Location - the project may be on any publicroadway:State, county, city, road or bridge authority, etc.

  15. TEA-21 IBRCEligibility (Cont’d) Eligible Activities- funds available for: • preliminary engineering, • costs of the innovative material portion of repair, rehabilitation or construction of bridges or other structures, and • costs of project performance evaluations including instrumentation and performance monitoring of the structure following construction

  16. TEA-21 IBRCEligibility (Cont’d) • Proprietary Products - As this is a research and experimental program, it is in the public interest that proprietary and sole source products may be included in the projects, but they must be clearly identified and described.

  17. TEA-21 IBRCSelection Criteria & Considerations • Project Demonstrates the application of an innovative material • Project meets one or more of the 7 program goals • Project incorporates materials or products which are readily available

  18. TEA-21 IBRCSelection Criteria & Considerations • Design/application is repeatable and/or has widespread application • Projects where Federal funds are leveraged with other significant public or private resources • Projects which are ready/near ready to go to construction phase

  19. TEA-21 IBRCSchedule for Obligation of Funds, FY 2002-03 ActionFY 2002FY 2003 Solicitation 3/29/2001 3/15/2002 Submittal 7/16/2001 7/15/2002 Fund Allocations 11/30/2001 11/30/2002 Fund Obligations, NLT 9/30/2002 9/30/2003 Letting Dates, NLT 6/30/2003 6/30/2004
