  3. Project Funding Sources Great Lakes Restoration Initiative – USDA Forest Service Grant - $100,000 • With a 15% Grant Match ($15,000 of in-kind services) International Transmission Company (ITC) Donation - $100,000

Great Lakes Restoration Initiative Grant Details • SEMCOG is primary recipient of federal funds while Oakland County, Wayne County and City of Detroit are pass-through partners • Oakland County, Wayne County and City of Detroit oversee and develop their respective landscape planting plans • Tree plantings sites are publicly owned property (e.g., parks, municipal facilities, road right-of-way) and must be within the Rouge Watershed • The planting plans will include specifications for plant selection, installation and maintenance • All plant material purchased will meet the American Standard for Nursery Stock (ANSI Z60.1) • Tree planting and maintenance will follow the standards described in “Principals and Practices for Planting Trees and Shrubs”, International Society of Arboriculture

Selecting Partner Communities Criteria used to evaluate each Oakland County community included: • Percentage of the Rouge Watershed covered by a community • A community’s population within the watershed • Acres of recreational/public land within the watershed • Natural Drainage (length in miles of streams and drainage ditches) within the watershed • Surface Water (area covered by lakes and rivers) within the watershed • Loss of tree canopy (the degree of impact due to International Transmission Company's Vegetation Management Program) • Community’s desire and willingness to commit staff time and other resources to execute the project

  7. Selecting Partner Communities Ranking of the top 5 communities based on cumulative score: 1st – Farmington Hills (Total Score – 4.00) 2nd – Novi (Total Score 3.85) 3rd – West Bloomfield (Total Score 2.70) 4th – Bloomfield Township (Total Score 2.50) 5th – Southfield (Total Score 1.95)

  8. Selecting Partner Communities Contacted the top 3 ranked communities to gauge interest in participating in the project:

Participation Requirements • Participate in Pre-Bid Meetings/Interviews • Waive or cover cost of all permit fees • Agree to universal set of planting specifications • Oversee all planting and installations • Coordinate installation scheduling with contractor • Stake tree locations for contractor • Follow-up/monitor tree health during establishment period • Promote project - project/grant information provided on community website, press releases, signage, etc.

  10. Site Designs - Tree Species Selection i-Tree is a software suite from the USDA Forest Service that provides urban and community forestry analysis and benefits assessment tools. SEMCOG used i-Tree to generate listings of the most appropriate tree species based on environmental function and geographic area. Oakland County worked with partner communities to identify the most appropriate trees to plant at each site. Initially, 16 tree species were selected based on their beneficial characteristics related to stormwatermanagement and air pollution reduction.

  11. Site Designs - Preliminary Layouts A total of 20 sites were identified by the partner communities that would benefit from tree planting

  12. Request for Proposals Based on RFP previously developed by the City of Novi. For the purchase and installation of approximately 850 trees on 20 identified sites. Requested cost estimates for a one and a two year warranty covering the trees. Additional Requirements included: • 2.5 inch caliper for single stem plants and 6’-8’ minimum height for multi-stem plants. • All plant material purchased will meet the American Standard for Nursery Stock (ANSI Z60.1). • Tree planting and maintenance will also follow the standards described in “Principals and Practices for Planting Trees and Shrubs”, International Society of Arboriculture.

  13. Project Implementation August 2011 - RFP was sent out • Total of 7 respondents September 2011 - Contracted with R.C. Tuttle Refurnishing Co. October 2011 - Tree planting begins • Oakland County holds press conference promoting the project November 2011 – Tree planting halted for winter • Contractor planted 356 trees on 16 of 20 sites

  14. Project Implementation April 2012 – Tree planting resumes July 2012 – Tree planting completed • Contractor planted 522 trees on 22 sites In Total, 878 trees were planted at 22 different sites within the Rouge Watershed in 3 Oakland County Communities.

Project Implementation Site Changes : 14 Mile Road sites (two sites) were abandoned • $ for 60 trees was redistributed to other sites Novi Road site tree count was reduced • $ for 32 trees were redistributed to other sites Novi Senior Center site was added • 24 trees Glen Oaks County Park site was added • 20 trees Village Wood Lake Park site was added • 35 trees
