Agency Background • .Act of Parliament • SA Institute for Drug-Free Sport Act (No14, 1997) • 80% of funding received from Dept of Sport • All major national and international sports competitions in South Africa have to comply with the SA anti-doping rules • Sports federation’s constitution have to recognise SA anti-doping rules • Non-compliance (loss of funding, inability to award SA colours, revoking or suspending national/international membership) • No cases pending or reported to Minister

Annual Report: 2009-2010 • Audit performed by Auditor General • Question inefficiencies of audit on a small entity • Challenged costs and billing, resulting in a waiving of R53K of audit charges • Unqualified audit opinion expressed by AG • no financial irregularities (fraud, wasteful expenditure, dereliction of duties) • “Emphasis of Matters” • Internal policies on supply chain better alignment with Treasury guidelines • Policies and expenditure that were deemed irregular have been condoned by Board and Audit Committee • Report on performance

Financial Performance • 14% increase in government grant for 2009/2010 • R6.7million in 2009/10 • R5.8 million in 2008/9 • The 2010/2011 will be the first year of considerable increase in government grant to SAIDS since 1997. • R10.4 million in 2010/11 • 55% increase • Additional funding applications to National Lottery to support anti-doping education in schools • Application submitted at behest of Portfolio Committee after presentation in 2009. • Applications submitted in 2009 and 2010 • No response – “still processing”

Job Creation • For the year under review 2009/2010 • No new jobs were created • 2010/2011 • I full time position • 2 contract part-time positions in education • 15 trainee DCOs contracted (part-time) • Lottery grant will create additional 2 full time positions • 2011-2012 • +2 full time • +2 part time positions • +10 trainee DCOs contracted (part-time)

  9. Challenges for 2011 • Schools Anti-Doping program • Implementation • Testing • Initiatives driven by schools • SAIDS funding mandate is to sport governed by national federations • No money budgeted for testing in schools • Overcame legal obstacles but challenges will remain

  10. Challenges for 2011-12 • Uncertainty over Lottery Grant • Can only implement projects if funding is guaranteed • R 4million over 3 years. • Results Management • Sports Legal project • Intelligence information processing/prosecution

Current Issues: 2011 • Increase in athletes testing positive • 2009/10 = 18 case • 2011 to date = 26 cases • Issues of concern • Age of athletes • Ubiquity of sports supplements • Media coverage on doping issues • Sports Supplements • Springbok warning for doping offences • Sixteen year ban for professional boxer • Three year ban for cyclist
