  • Establish the intent behind policy decisions associated with meat, poultry, and processed egg safety and labeling
    • Articulate how the intent of policy can be met in systems
      • Domestic inspection
      • “Equal to”
      • “Equivalent”

  • Initiate due process procedures (“rules of practice”) – 9 CFR 500
  • Consider how to address the impact of foreign country food safety hazards that may be different types or at different levels than those in the U.S., and not addressed in policy

  • Ensure measures account for all systems (domestic, “equal to,” and “equivalent”)
