Straw-man Alternative • Simultaneous resource audits remain a requirement except when a qualifying RTDR dispatch occurs prior to the seasonal audit for a given seasonal performance period • In the case of a qualifying RTDR dispatch prior to the seasonal audit: • Participant may select the qualifying dispatch as an audit for the RTDR resource • If so, when the RTEG resource(s) with co-located asset(s) later requests audit, Participant may choose: • Perform simultaneous resource audit (as it works today) or Request audit of DR resource – ATT will automatically request corresponding EG resource • Audit RTEG resource with ONLY co-located RTDR assets Request audit of EG resource – ATT will assume only co-located RTDR assets dispatched • If second option chosen, a new audit record will be established for the co-located RTDR assets along with all of the RTEG assets. Issue for Consideration and Input • The ISO has raised a concern about how to avoid double-counting performance in the event Customers deliberately do not curtail load for their RTDR Asset in order to inflate the performance of their RTEG Asset • Are there objective criteria to: • Determine if this situation has occurred for a given audit? • If so, adjust/limit EG Asset performance accordingly?
